To add a Passenger (P) endorsement in Montana, pass a knowledge test on Sections 2 and 4 of the Montana CDL Manual with at least 80% correct (49 CFR 383.135), complete first-time ELDT, hold a CLP for at least 14 days, and pass the pre-trip, basic skills, and road tests in a representative passenger vehicle. Montana MVD charges $35.54 intrastate or $41.72 interstate for the license at ages 21-71 and lists no separate endorsement fee. Montana law (MCA 61-8-349) requires vehicles carrying seven or more passengers for hire to stop no closer than 15 feet from the nearest rail, and the manual says to stop 15 to 50 feet before the crossing.

1Under the Montana CDL Manual, which vehicle requires its driver to hold a Passenger (P) endorsement?
A.Any vehicle that carries passengers for hire, whatever its seating capacity
B.Any bus with a gross vehicle weight rating of 26,001 pounds or more
C.A vehicle designed to transport 16 or more passengers, including the driver
D.A vehicle designed to transport 10 or more passengers, not counting the driver
Explanation: The Montana-specific definitions at the front of the CDL Manual say the Passenger Vehicle endorsement is required in Class A, B, or C vehicles designed to transport sixteen or more passengers including the driver. Design capacity, not weight or fares, triggers the endorsement, which is why even a Class C bus needs it.
2A Montana applicant wants a Passenger endorsement to drive a transit bus with air brakes. Which manual sections do the required knowledge tests cover?
A.Section 4 only, because Section 2 belongs to the General Knowledge test
B.Sections 2 and 4, plus Section 5 because of the air brakes
C.Sections 4 and 10, plus Section 6 because of the air brakes
D.Sections 1, 4, and 11, with no separate air brake test
Explanation: Section 4 of the Montana CDL Manual says bus drivers get the passenger endorsement by passing a knowledge test on Sections 2 and 4, and that a bus with air brakes also requires a knowledge test on Section 5. Under Section 1, skipping or failing the air brake test puts an L restriction on the license.
3A Montana commercial learner permit (CLP) carries a Passenger endorsement. Who may ride on the bus during the permit holder's practice drives?
A.Any adult who signs the employer's practice-ride waiver
B.Off-duty employees of the bus company, as long as the supervising CDL holder sits nearby
C.Paying riders on short routes, if the accompanying driver holds a P endorsement
D.Auditors, inspectors, test examiners, other trainees, and the accompanying CDL holder
Explanation: Section 1 says a CLP issued with a P endorsement must also carry the P restriction (no passengers in a CMV bus). Under 49 CFR 383.25(a)(1), the only people allowed aboard are Federal/State auditors and inspectors, test examiners, other trainees, and the CDL holder accompanying the CLP holder.
4An applicant passes the passenger skills test in a 24-passenger bus rated at 22,000 pounds GVWR, a bus that needs only a Class C CDL. Which restriction will the CDL show?
A.N: no Class A or Class B passenger vehicle
B.M: no Class A passenger vehicle
C.Z: no full air brake equipped commercial motor vehicle
D.P: no passengers in a CMV bus
Explanation: Section 1 says that when a passenger-endorsement applicant takes the skills test in a passenger vehicle requiring a Group C CDL, the license gets the N restriction. The driver may not operate passenger vehicles requiring a Group A or B CDL until testing in a larger bus.
5A driver tests for the Passenger endorsement in a 40-foot transit bus with a GVWR of 39,000 pounds, a Group B vehicle. What does the resulting M restriction prohibit?
A.Driving any bus equipped with air brakes
B.Driving any commercial bus outside Montana
C.Driving a passenger vehicle that requires a Group A CDL
D.Driving a passenger vehicle that requires a Group B or C CDL
Explanation: Under Section 1, an applicant who takes the passenger skills test in a vehicle requiring a Group B CDL receives the M restriction. M bars only passenger vehicles that require a Group A CDL.
6Since November 13, 2023, which Montana applicant must complete Entry-Level Driver Training (ELDT) before testing?
A.A driver renewing a Passenger endorsement first issued in 2015
B.A Class B holder adding a Passenger endorsement for the first time
C.A driver transferring an out-of-state CDL that already has a P endorsement
D.A Class A holder adding a Tank endorsement for the first time
Explanation: The Montana-specific pages of the CDL Manual say that, effective November 13, 2023, ELDT is required to obtain a Class A or B license for the first time, to upgrade from Class B to Class A, or to obtain a School Bus, Passenger, or Hazardous Materials endorsement for the first time. A first-time P endorsement falls under that rule.
7How long must a Montana CLP be held before the applicant can take the pre-trip, basic skills, and road tests?
A.At least 7 days, so testing can begin on the 8th day
B.At least 30 days, so testing can begin on the 31st day
C.At least 10 working days the exam station is open
D.At least 14 days, so testing can begin on the 15th day
Explanation: The Montana-specific section of the CDL Manual says all CLPs must be held for a minimum of 14 days before the pre-trip, basic skills, and road tests, and the driver may test on the 15th day. The same 14-day rule applies when a CDL holder adds a passenger or school bus endorsement.
8An applicant fails the Montana Passenger endorsement knowledge test on a Tuesday. When may they take it again?
A.The next working day the exam station is open
B.After a mandatory 7-day waiting period
C.After 14 days, the same wait as a new CLP
D.Only after completing a refresher ELDT course
Explanation: The Montana CDL Manual says that if you are unsuccessful on a written or endorsement test, you must wait until the next working day that the exam station is open to try again. The longer waits in the manual apply to the skills and road tests, not the knowledge test.
9A 19-year-old wants to drive a charter bus on trips that stay entirely inside Montana. Which Montana CDL type fits?
A.Type 1 Interstate, which Montana issues from age 18
B.Neither type; Montana issues no commercial license before age 21
C.Type 2 Intrastate (Montana only), available from age 18
D.Type 1 Interstate with a K restriction, available from age 19
Explanation: Montana MVD's CDL page says a Type 2 Intrastate license allows commercial driving within Montana only and requires the applicant to be at least 18, while a Type 1 Interstate license requires age 21. A 19-year-old can qualify only for intrastate driving.
10After a failed road test, how long must a Montana CDL applicant wait before trying again?
A.Until the next working day the station is open
B.At least seven days
C.At least 14 days
D.At least 30 days
Explanation: The driving demonstration section of the Montana CDL Manual says that if you are unsuccessful on the road test, you must wait a minimum of seven days before attempting again. The next-working-day rule applies to written and endorsement tests.

About the MT CDL Passenger Exam

The Montana CDL Passenger Endorsement Test is the knowledge test for adding the Passenger (P) endorsement, which Montana requires for Class A, B, or C vehicles designed to transport 16 or more passengers, including the driver. Montana MVD gives it at driver license exam stations, and Section 4 of the Montana CDL Manual says it covers Sections 2 and 4 (and Section 5 if the bus has air brakes). Independent practice by OpenExamPrep covers bus inspection, baggage and hazardous materials limits, the standee line, rider supervision, railroad crossings under MCA 61-8-349, drawbridges, after-trip reports, prohibited practices, and Section 2 driving rules. These four-option questions are an independent study aid, not a copy or simulation of the official MVD test, and they do not replace the skills test.

MT CDL Passenger: Suggested Study Strategy

1Read Sections 2 and 4 of the June 2026 Montana CDL Manual; the Passenger test covers both, and Section 5 is a separate test if your bus has air brakes.
2Memorize the bus hazmat limits: no Division 2.3 poison gas, liquid Class 6 poison, tear gas, or irritating material; no more than 100 pounds of solid Class 6 poisons; and no more than 500 pounds total or 100 pounds of any one allowed class.
3Know both railroad rules: the manual's 15-to-50-foot stopping range and MCA 61-8-349's 15-foot minimum, no shifting gears, and its officer or traffic-control-device exception.
4Practice the following-distance rule: one second per 10 feet of length below 40 mph, plus 1 second above 40 mph.
5Learn the restriction codes: P on a CLP, M after testing in a Group B bus, N after testing in a Group C bus, and L or Z for brake limits.
6Remember Montana's timing rules: hold the CLP at least 14 days, retake a written test the next working day, and wait at least seven days after a failed road test.

Frequently Asked Questions

Who needs a Passenger (P) endorsement in Montana?

Montana requires a Passenger Vehicle endorsement for Class A, B, or C vehicles designed to transport sixteen or more passengers, including the driver. School bus drivers need both the Passenger and School Bus endorsements.

Which sections of the Montana CDL Manual does the Passenger test cover?

Section 4 of the Montana CDL Manual says the passenger endorsement knowledge test covers Section 2 (Driving Safely) and Section 4 (Transporting Passengers Safely). If your bus has air brakes, you must also pass the Section 5 air brakes test.

What score do I need, and how many questions are on the test?

Federal rule 49 CFR 383.135 requires at least 80% correct on each CDL knowledge test. Montana MVD does not publish the number of questions, the time limit, or the test languages for the Passenger test.

How soon can I retake a failed test in Montana?

The Montana CDL Manual says that after an unsuccessful written or endorsement test you must wait until the next working day the exam station is open. After an unsuccessful road test, you must wait at least seven days.

What are Montana's railroad crossing rules for buses?

MCA 61-8-349 requires the driver of a vehicle carrying seven or more passengers for hire to stop as close as practicable, but not less than 15 feet, from the nearest rail, look and listen both ways, and cross without shifting gears. No stop is required where a police officer, highway patrol officer, or official traffic control device directs traffic to proceed; a railroad crossing signal does not count as such a device. The manual says to stop 15 to 50 feet before the crossing and to open the forward door if that helps you see or hear a train.

Can a CLP holder carry passengers while practicing in a bus?

No. A Montana CLP with a P endorsement carries the P restriction, which allows only Federal/State auditors and inspectors, test examiners, other trainees, and the accompanying CDL holder aboard.

Which hazardous materials may never be carried on a bus?

Section 4.2.2 says buses must never carry Division 2.3 poison gas, liquid Class 6 poison, tear gas, or irritating material; more than 100 pounds of solid Class 6 poisons; explosives in the passenger space except small-arms ammunition; labeled radioactive materials in the passenger space; or more than 500 pounds total of allowed hazardous materials or 100 pounds of any one class.

Are these practice questions the official Montana test?

No. This is independent practice by OpenExamPrep built from the Montana CDL Manual and Montana law. The four-option questions are a study aid, not a copy or simulation of the official MVD test, and they do not replace the pre-trip, basic skills, or road tests.
