Frequently Asked Questions
What is the Latvian naturalization constitution test?
It is the part of the naturalization knowledge test that checks an applicant's knowledge of the basic provisions of the Satversme, the Constitution of the Republic of Latvia, and the Citizenship Law. It is administered by the Office of Citizenship and Migration Affairs (PMLP) alongside the national anthem and the basics of Latvian history and culture.
How many questions are on the test?
In the written form, the naturalization knowledge test has 18 questions: 8 about the Constitution and 10 about the history and culture of Latvia. An oral form is also available, in which the applicant answers one question on the Constitution and one on history and culture. Applicants must also demonstrate knowledge of the national anthem.
What is the passing requirement for the knowledge test?
Each part of the knowledge test — the anthem, history and culture, and the Constitution — is assessed separately. The test as a whole is passed only when all parts have been passed. If a part is failed, only that part has to be repeated, not the entire test.
What happens if I fail the constitution test?
If you fail a part of the knowledge test, you may retake the failed part not earlier than one month later. Within one naturalization proceeding, each test may be taken up to three times. If a test is still not passed on the third attempt, the examination of the naturalization application is terminated.
How much does naturalization cost in Latvia?
The naturalization state fee in Latvia is €28.46, with a reduced rate of €4.27 available for eligible applicants. The fee is paid as part of the naturalization application submitted to the Office of Citizenship and Migration Affairs (PMLP).
Who has to take the constitution knowledge test?
Applicants for Latvian citizenship by naturalization generally must demonstrate knowledge of the Satversme, the anthem, and Latvian history and culture. Some applicants are exempt, including those who completed at least half of their basic education in the Latvian language. Applicants aged 65 or over are exempt from the written language test but still take the knowledge test.
What study material is recommended for the test?
The PMLP recommends the study aid by J. Taurens, 'Basic Issues of Latvian History and the National Constitutional Principles'. PMLP also publishes sample tests. This free practice bank covers the same body of knowledge — the Satversme, national symbols, and the Citizenship Law — with detailed explanations.
