The Iraqi private-car driving licence (خصوصي) is issued by the General Directorate of Traffic (مديرية المرور العامة) under the Ministry of Interior. Traffic Law No. 8 of 2019 (قانون المرور رقم 8 لسنة 2019) sets the conditions: Article 21 requires the applicant to meet the minimum age for the licence category — 18 years for category (أ) — to be certified medically and psychologically fit, and to pass both a technical test on vehicle handling and traffic rules and a practical driving test. The knowledge tested covers road signs and markings, priority and overtaking, the traffic directorate's speed limits, the Article 14 roadworthiness conditions, the Article 25 fine schedule, and basic first aid.
