The Bhutan Civil Service Examination – Preliminary Examination (BCSE PE) is the nationwide objective screening test conducted by the Royal Civil Service Commission (RCSC) under Chapter 5 of the Bhutan Civil Service Rules and Regulations (BCSR) 2023. It is Stage I of the BCSE and shortlists university graduates for the Main Examination that leads to the Professional and Management Category (PMC) of the civil service.
