The Test for General Competencies and Knowledge of the State Administration (Тест за общи компетентности и познания за държавната администрация) is the standardized computer-based test that the Institute of Public Administration (ИПА) has organized since 1 January 2022 under Chapter 4 of the Ordinance on the Conduct of Competitions and Selection for Mobility of Civil Servants (НПКПМДС). It is sat in Sofia in computer-equipped rooms in the presence of invigilators, on a platform maintained by the Administration of the Council of Ministers, and candidates access it with an email, password and personal identification number obtained by registering on jobs.government.bg. Importantly, sitting the test is not a compulsory part of the competition procedure: the appointing authority that announced the competition decides whether to include it, and whether its results eliminate candidates or simply help the commission assess their professional and business qualities. Each module is scored out of 100 points, with a correct answer worth 1 point and a partially correct answer 0.5.
How do candidates register, and how much does it cost?
Candidates register with their own email and password on the Portal for Work in the State Administration (jobs.government.bg), where they receive a personal identification number (PIN); that registration is valid for 5 years. НПКПМДС provides for no candidate fee. ИПА schedules the session no earlier than 7 days and no later than 20 days after the administration's HR unit marks the candidate for the test.
