About the Konkursi DAP Exam
The Civil Service Competition (Konkursi i Pranimit në Shërbimin Civil) is Albania's national open competition for first entry into the civil service at the executive (specialist) level. Article 22 of Law No. 152/2013 'On the Civil Servant' requires admission to the executive category to be made through an open competition run in two phases — preliminary verification of the general and specific requirements, then assessment of candidates by a permanent admission committee. Council of Ministers Decision No. 243/2015, as amended by VKM No. 746/2018, and DAP Instruction No. 2 of 27.03.2015 set the detailed rules. For state administration institutions the Department of Public Administration (Departamenti i Administratës Publike - DAP) is the responsible unit: it publishes the vacancies, verifies applicants, creates and chairs the Permanent Admission Committee (Komiteti i Përhershëm i Pranimit - KPP) and administers the list of winners. Independent institutions and local government units run the same procedure through their own human resources units. The assessment carries 100 points in total: a written assessment worth 60 points, a CV evaluation worth 15 points and a structured oral interview worth 25 points. A candidate must take more than half the written points (over 30) to reach the CV evaluation, more than 45 points from the written test and CV together to reach the oral interview, and more than 70 of the 100 points overall to be declared a winner; the list of winners not yet appointed stays valid for 2 years. The written test is sat in Albanian, on coded and anonymised sheets, and may mix multiple-choice questions, a case study or work example, open questions and an optional essay drawn from the fields of knowledge named in each vacancy announcement — typically Law No. 152/2013, the Code of Administrative Procedures (Law No. 44/2015), the Rules of Ethics in Public Administration (Law No. 9131/2003), the Prevention of Conflict of Interest Law (Law No. 9367/2005), the Right to Information Law (Law No. 119/2014) and the State Administration Organization Law (Law No. 90/2012), alongside the sector legislation for the specific post. This practice bank is an English-language multiple-choice study adaptation of that statutory framework; it is not an official translation, not published by DAP and not a simulation of the official paper's format.
