About the Puerto Rico Permit Test Exam

The Puerto Rico driver license written knowledge test is the theory exam required to earn a learner permit (licencia de aprendizaje), the first step toward a full driver license. It is administered by the Department of Transportation and Public Works (DTOP) through its CESCO offices and through the AVI virtual exam, which lets applicants test from home using a computer or tablet. The test draws on Law 22 of 2000, the Vehicle and Traffic Law of Puerto Rico, and covers road signs, traffic signals, right-of-way, speed limits, sharing the road, impaired driving, and licensing rules. The in-person version has 20 questions in 20 minutes; the virtual AVI version has 30 questions in 40 minutes. Either way, applicants must score 70% to pass.
