Board of Registration of Cosmetology and Barbering

The Massachusetts agency (under the Division of Occupational Licensure) that licenses manicurists, sets school/training standards, and inspects salons for public health and safety. Nail tech is a separate license from cosmetology.

MA manicurist exam: written only (no practical)

Effective October 2, 2023, Massachusetts eliminated the hands-on practical exam. Candidates now pass only the PSI written theory exam. Older study materials referencing a 5-task practical or Pearson VUE are outdated.

MA training hours required for a manicurist license

100 hours at a Board-approved school — among the lowest in the U.S. Applicants must also be at least 17 and have completed 10th grade. Consequence: hours from a non-approved program do not count toward eligibility.

MA manicurist written exam passing score

75% (or 75 of 100). The exam covers safety/sanitation, nail science, services, and Massachusetts law. PSI Services administers it for the Board.

MA manicurist license renewal cycle

Biennial (every 2 years) on the licensee's birthday. Massachusetts does not currently mandate continuing education. Practicing on an expired license can result in fines and disciplinary action.

Displaying licenses in a Massachusetts salon

Both the salon establishment license and each technician's individual license must be posted where clients and inspectors can see them. Missing or expired postings are common inspection citations.

Scope of practice: can a nail tech diagnose a condition?

No. Diagnosing or treating any nail or skin disease is outside a manicurist's scope. Refer suspected medical conditions to a physician or dermatologist; never attempt treatment.

Practicing without a valid Massachusetts license

Subjects the person to fines, cease-and-desist orders, and possible criminal charges. The Board may also discipline a salon that allows unlicensed practice on its premises.

Cooperating with a Board inspection

Inspections are unannounced; technicians and owners must give inspectors access to the salon, records, and licenses. Refusing entry or obstructing an inspection can trigger penalties.

Cleaning vs. disinfecting vs. sterilizing

Cleaning physically removes debris; disinfecting uses an EPA-registered product to kill most pathogens on hard surfaces; sterilizing destroys all microbes (rarely used in nail salons). You must always clean BEFORE you disinfect.

Required disinfectant for reusable nail implements

An EPA-registered, hospital-grade disinfectant that is bactericidal, virucidal, and fungicidal. Clean off debris first, then fully immerse for the manufacturer's stated contact time — skipping the contact time leaves pathogens alive.

Single-use (porous) items: files, buffers, orangewood sticks

Cannot be disinfected because they absorb fluids; discard after one client. Reusing porous items can transmit fungus, bacteria, and bloodborne pathogens between clients.

Storing disinfected implements

Keep them in a clean, covered (closed) container until use. Leaving them in an open tray or in the technician's pocket allows airborne dust and contact to recontaminate them.

Exposure incident: technician draws blood on a client

Stop the service, apply antiseptic and a bandage, and seal blood-contaminated materials for proper disposal. Disinfect or discard exposed implements per bloodborne-pathogen protocol before any reuse.

Why is Hepatitis B (HBV) a key salon concern?

HBV is highly infectious and can survive on surfaces for up to about 7 days. A nick or cut can transmit it, so blood spills must be treated and contaminated tools disinfected or discarded immediately.

Hand hygiene between clients

Wash hands with soap and water for at least 20 seconds before and after every service. Sanitizer alone is not a substitute — it does not remove soils that shield germs.

Disinfecting a non-whirlpool pedicure basin between clients

Drain, scrub with soap to remove debris, rinse, then disinfect with an EPA-registered product for the full contact time. Skipping any step risks transmitting fungus and bacteria to the next client.

Whirlpool/circulating pedicure spa deep cleaning

In addition to between-client cleaning, circulating-jet basins need a periodic deep clean with a chelating detergent (commonly weekly) to remove biofilm in the plumbing — the source of serious infection outbreaks.

Handling used towels and linens

Place in a closed/covered hamper after one use; launder with detergent and hot water before reuse. Reusing linens between clients without laundering is prohibited and spreads pathogens.

Disinfecting the workstation between clients

Clear all debris and wipe every client-contact surface — table, armrest, lamp — with an EPA-registered disinfectant. End-of-day-only cleaning is insufficient between clients.

Keratin (and the nail plate)

Keratin is the hard, fibrous protein that makes up the nail plate (and hair and skin's outer layer). It gives the nail its strength and is non-living once formed.

Nail matrix

The area of active cell division that produces new nail cells; growth pushes older cells forward into the visible plate. Permanent damage to the matrix can permanently deform the nail.

Lunula

The whitish half-moon at the base of the nail — the visible portion of the matrix. Its pale color comes from the thicker matrix tissue hiding the blood vessels beneath.

Eponychium vs. cuticle

The eponychium is the living skin fold at the nail base; the cuticle is dead tissue shed from its underside onto the plate. The living eponychium should never be cut — only the loose cuticle is removed.

Hyponychium

The thickened skin under the free edge that seals the gap between the plate and nail bed. Aggressive cleaning under the free edge can break this seal and let bacteria in.

Three layers of the nail plate

Dorsal (top), intermediate (middle, thickest — provides most strength), and ventral (bottom). Knowing the layers explains why one-directional filing prevents peeling.

Average fingernail growth rate

Roughly 1/8 inch (about 3 mm) per month, with full replacement in about 4-6 months. Growth is faster in summer and on the longer fingers; toenails grow slower.

Perionychium

The collective soft tissue surrounding the entire nail unit (proximal fold, lateral folds, and hyponychium). Inflammation or infection here is where many nail problems begin.

Onychomycosis — service or refuse?

A fungal nail infection (thick, discolored, brittle). REFUSE service and refer to a physician; it is a medical condition and performing services can spread it to other clients via tools and surfaces.

Paronychia — service or refuse?

Infection/inflammation of the skin around the nail (redness, swelling, pus). REFUSE service and refer out — it is an active infection, and pressure or trauma can worsen it or spread it.

Onycholysis — service or refuse?

Separation of the nail plate from the bed starting at the free edge. Do NOT service the affected nail; refer out, since the lifted nail can trap infection and trauma worsens the separation.

Green discoloration under an artificial nail

Usually a Pseudomonas aeruginosa bacterial infection thriving in moisture trapped between the natural nail and enhancement. Remove the enhancement and refer out — do not just file or polish over it.

Beau's lines

Horizontal grooves across the plate marking a temporary halt in matrix growth (illness, fever, trauma, deficiency). Usually benign and grow out; assess cause and avoid aggressive filing over them.

Leukonychia

White spots or lines from minor matrix trauma during growth. Benign and grows out — service is fine. Distinguish it from fungal whitening, which spreads and discolors.

Pterygium of the nail

Abnormal forward growth of skin (eponychium) that adheres to the plate. NEVER cut it — cutting causes bleeding and infection. Gently push back after softening; refer if severe.

Rule of thumb: when to refuse a nail service

Refuse and refer whenever there are signs of infection or inflammation (pus, redness, swelling), broken skin, fungal change, or any condition you cannot identify as cosmetic. Treat only normal, healthy nails.

Implement disinfection requires cleaning first — why?

Visible debris (oils, skin, product) shields microbes from the disinfectant. An unclean implement immersed in disinfectant is NOT disinfected. Always clean, then immerse for full contact time.

File grit: natural nail vs. enhancement

Use 240-grit or finer on natural nails; coarse files (80-180 grit) are for artificial enhancements only. Coarse grit on a natural nail causes splitting and peeling.

Correct natural-nail filing technique

File in one direction (edge toward center), not a back-and-forth sawing motion. Sawing separates the plate's layers and causes peeling and weakness.

Purpose of UV/LED lamps in gel services

They emit wavelengths that activate photoinitiators in the gel, triggering polymerization (curing). Wrong lamp/wavelength = under-cured, tacky, or weak gel that can also cause sensitivity.

Basic manicure step order

Remove old polish, file/shape, soak, push back and clean cuticles, massage, base coat, color, top coat. Cuticle care comes after softening; polishing comes last on a clean, oil-free plate.

Nail dehydrator (and why it's used before enhancements)

Removes surface oil and moisture so primer and product bond well. Skipping it (or oily nails) is a top cause of lifting and premature enhancement failure.

Servicing a client with diabetes

Use extra caution: diabetics have poorer circulation and slower healing, so a small cut can become a serious infection. Avoid nicks, verify water temperature, and use gentle technique.

Client consultation before service

Examine nails and skin for contraindications and review health history, medications, and allergies before starting. The consultation is when you catch conditions that require refusing or modifying service.

Acrylic (liquid-and-powder) chemistry

Mixing monomer (liquid) with polymer (powder) triggers polymerization — molecules link into hard chains. The reaction is exothermic, so it gives off heat as it cures.

MMA vs. EMA in nail enhancements

Methyl methacrylate (MMA) is banned/discouraged: it bonds too hard, damaging the natural nail on impact, and causes irritation and allergic reactions. Ethyl methacrylate (EMA) is the safer, accepted monomer.

Tips, wraps, and gels — basic distinction

Tips extend the free edge and need an overlay; wraps reinforce with fabric (silk/fiberglass) and resin; gels cure under UV/LED light. All require proper prep and fill maintenance to prevent lifting and infection.

Safety Data Sheet (SDS)

Under OSHA's Hazard Communication Standard, an SDS must be on hand for every chemical product. It lists hazards, safe handling/storage, first aid, and required PPE — the go-to reference in a chemical incident.

Ventilation and PPE for dust/vapor exposure

Use mechanical ventilation with local exhaust at the workstation, plus a dust mask/respirator and nitrile gloves when working with acrylics and solvents. This limits inhalation of vapors and acrylic dust.

Storing and disposing of flammable nail chemicals

Store acetone, polish, primers, and solvents in a cool, ventilated area away from heat and ignition sources; dispose of chemical waste per hazardous-waste rules — never pour down drains or into regular trash.
