SWLE 2026: Free Social Work Board Exam Guide, Sept 9-11

The SWLE passing rule, in one line

If you sit the Social Workers Licensure Examination on September 9, 10 and 11, 2026, one rule decides your result: a general rating of at least seventy percent, with no rating below fifty percent in any subject. That is Section 14 of Republic Act No. 4373, the Social Work Law, quoted from the copy PRC publishes itself.

Two corrections before you plan anything, because the numbers circulating in review group chats and on several guide pages are wrong. The general average is 70, not 75. And the SWLE has five subjects, not four. Republic Act No. 10847 amended Sections 2, 12 and 23 of RA 4373 and inserted new sections on continuing professional development, integration and special temporary permits. It never touched Section 14. The 70-and-50 rule has stood since 1965.

The September 9, 10 and 11, 2026 timetable

The PRC Program of the Social Workers Licensure Examination, approved in Manila on July 2, 2026, sets the order and the clock. Every subject carries the same weight.

Four hours per subject, five subjects, twenty testing hours. The 2026 PRC schedule lists eighteen testing centers: NCR, Baguio, Butuan, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Palawan, Pampanga, Rosales, Tacloban, Tuguegarao and Zamboanga. Filing opened June 11 and closed August 12, 2026.

Why your weakest subject decides the result

The Board's Enhanced Tables of Specifications, adopted as Board Resolution No. 04, series of 2022, build every subject as a 100-item test. Five subjects, 500 items, and your general average is the mean of five equally weighted subject ratings.

Now put the floor next to the average and the asymmetry appears.

• Score 49 in one subject and 100 in the other four. Your general average is 89.8. You fail.
• Score 78, 76, 74, 72 and 50. Your general average is exactly 70.0. You pass.

A strong subject cannot rescue a subject below 50. That is the whole design. It means the marginal hour you spend this week is worth far more in the subject you have been avoiding than in the one you enjoy. Most candidates do the opposite, because reviewing what you already know feels productive.

Practically: rank your five subjects by how you actually score on mixed practice, not by how confident you feel. Spend the majority of your remaining hours on the bottom two. Aim for a comfortable margin above 50 in every subject before you chase points in your best one.

What each of the five subjects actually tests

Human Behavior and Social Environment

The official table splits this subject into five areas of exactly 20 items each: Philippine Social Realities and Social Work; Filipino Personality and Social Work; Social Work and Social Deviation; Social Environment and Social Work covering the family, group, community and organization; and Social Change and Development Perspectives.

Notice the first one. A fifth of this paper is Philippine social realities: tools for analyzing them, types and dimensions of poverty, approaches to measuring poverty, neoliberalism and globalization, and the situation of specific sectors. Candidates who study HBSE as a personality-theory subject walk into twenty items they never prepared for. The Filipino material is equally concrete, naming kapwa, loob and core Filipino values alongside the behavioural, social-learning, humanistic, existential, cognitive, moral and Gilligan frameworks.

Social Welfare Policies, Programs, and Services

This is the subject candidates misjudge most. It is not only history, philosophy and legislation. The Board's enhanced table gives social work statistics 10 items, social work research 10, and a second research area another 10. Thirty of the hundred items in this paper are statistics and research: sampling distributions, hypothesis testing, chi-square, Pearson and Spearman, research design, instrumentation, data analysis and presentation.

Another 30 items cover social welfare principles, the policy-making process and implementation, including funding. Twenty more cover social welfare project and program development and management, from the project management cycle to gender-responsive project proposals. If your review plan for this subject is a list of Republic Acts, you have prepared for roughly a third of it.

Social Work Practice I with Field Instruction I

Casework, and everything that surrounds it. The table covers perspectives and theories for working with individuals and families, the helping process in the Philippine context including bayanihan and kagandahang-loob as indigenous acts of helping, the casework helping process applied to current problems, the worker's roles and techniques by phase, social work counselling, and the fields of social work by locus, setting and sector.

Social work counselling alone carries 10 items: its mandates and limits, person-in-environment as the focus of change, the psychological theories behind it, counselling models and approaches, and the issues facing the practice.

Social Work Methods II (Working with Groups)

This subject is a clean 50-50 split. Half the items sit under practice with groups as a method: the history of social groupwork in the West and in the Philippines, the major groupwork models, group typologies, small-group theory, the phases of the helping process, intervention models and groupwork recordings and supervision.

The other half sits under field instruction: pre-group formation, individual-focused assessment and planning, group-focused assessment and planning, plan implementation, and evaluation and termination. Group-focused assessment and planning alone is 15 items. If you have never written a group session plan, that half of the paper will feel foreign.

Social Work Practice III with Field Instruction III (Communities)

Community practice, from integration and social preparation through organization, mobilisation, leadership development, networking, evaluation and phase-out. One detail matters for anyone reviewing from older notes: Resolution No. 04 moved Community Education and Training out of the policies subject and into this one. If your reviewer predates September 2022, that topic is filed in the wrong paper.

Seventy of every hundred items ask you to apply, not recall

Every SWLE table carries the same header: PQF Descriptor Level 6, difficulty split easy 30 percent, moderate 40 percent, difficult 30 percent, with Bloom's taxonomy columns from Remembering through Creating.

Read the official HBSE table row by row and the pattern is consistent. In each 20-item area, roughly six items sit at Remembering or Understanding, eight at Applying, and six at Analyzing or above. Scale that to the subject and you get about 30 recall items, 40 application items and 30 analysis-and-above items per 100.

The consequence is blunt. If you can only recall definitions, your ceiling is about 30 out of 100 in each subject. That is twenty points below the floor. Memorizing a reviewer cover to cover, on its own, cannot pass this exam. What raises your score is answering scenario items where a client, group or community situation is described and you must choose the correct assessment, priority or intervention, then reading the rationale for why the other three options fail.

Exam-day rules from the official program

These come from the PRC program itself, not from a group chat.

• Verify your school or building assignment on prc.gov.ph or the notices posted at PRC premises two to three working days before the exam. Bring your Notice of Admission when you verify, and visit the venue before exam day.
• Report before 6:30 a.m. on the first day to find your room and seat number. Late examinees are not admitted.
• Attire, every exam day. Male examinees: white polo shirt with collar, no seal, logo or mark, with decent pants or slacks. Female examinees: white blouse or shirt with collar, no seal, logo or mark, with decent pants, slacks or skirts.
• Bring: Notice of Admission, two or more No. 2 pencils, ballpens with black ink only, one long brown envelope, one long transparent non-coloured envelope for valuables, and packed snacks, meals, medications and hygiene items in transparent containers with enough drinking water for the day.
• Strictly prohibited: books, notes and review materials, all kinds of calculators, smart watches and smart eyeglasses, cellular phones, ear plugs, transmitters, portable computers, Bluetooth devices, and bags of any kind. Bodily search and inspection of belongings follow Annex A of PRC Memorandum Order No. 57, series of 2020.

No food may be handed to you during the examination, and apart from restroom necessities you may not leave the room while it is in progress. Pack for a full day.

Your last four days, and how to pace the three exam days

September 5 to September 8

1. Take one timed mixed set per subject, today and tomorrow. Do not look anything up. Record the raw score for each of the five.
2. Rank the five and pick the bottom two. Those get most of your remaining hours.
3. Repair patterns, not pages. For each miss, write whether it was a content gap, a priority error, an assessment-versus-intervention error, or a misread stem. Fix the repeated pattern, then retest with fresh items.
4. Give statistics and research a dedicated block. For most BSSW graduates this is the single largest unguarded gap in the policies paper.
5. Stop new content on Tuesday. Spend the last evening on the SWLE cheat sheet and one light flashcard pass, then prepare your envelope, pencils, Notice of Admission and clothes.

Pacing inside the four hours

Each paper is 100 items in 240 minutes, so roughly two minutes twenty seconds per item with time left to review. Make one pass answering everything you know, marking anything that needs thought, and never leaving a blank. Then work the marked items. The 30 analysis-level items are where the time goes, so do not spend it on the 30 recall items you already know.

Between papers, do not audit your answers with classmates over lunch. You cannot change a submitted paper, and a subject you think you failed may be the one you passed. The floor rule means the next paper still matters completely, whatever happened in the last one.

SWLE pass rates, 2018 to 2025

National passing rates swing hard between sittings, which is why a single year is a poor predictor.

The three most recent figures come from PRC's own announcements: September 2025, September 2024 and September 2023. Note the range, from 33.60 percent to 76.02 percent. The exam that gave 2021 candidates a one-in-three chance is the same exam that passed three in four last year.

Documentary requirements, for repeaters and for 2027 filers

Board Resolution No. 03, series of 2022, effective July 17, 2022, sets the current list, and it is short.

First-timers file a PSA birth certificate; a PSA marriage certificate for married female applicants; a transcript of records with scanned picture, Special Order number unless exempted, and the remark "For Board Examination Purposes"; the original and a photocopy of an NBI clearance; and a Certificate of 1,000 Case Hours of Supervised Field Instruction. That certificate must be signed by the Agency Field Supervisor, or by the Faculty Supervisor if the agency supervisor is unavailable or holds no valid PRC licence, and further certified by the current Field Instruction Coordinator or Head of the Social Work Program, who must hold an updated Professional Identification Card.

Repeaters file only two documents: the NBI clearance, and the same 1,000-case-hours certificate.

The complete examination fee is PHP 900. The 1,000 case hours themselves are statutory, set by Section 2 of RA 10847 amending Section 12 of RA 4373, which also lowered the minimum age from 21 to 18 and confirmed that a bachelor's or master's degree in social work qualifies you. Chase the signature on that certificate early; it is the requirement that most often delays a filing.

After September 11: what actually happens next

PRC lists September 16, 2026 as the target date of release of results. Treat it as a target, not a promise, though the Board has released SWLE results in three working days in each of the last three sittings. Section 15 of RA 4373 gives it up to 120 days.

1. Check the results and verify your rating. Every examinee, passing or not, can use PRC's Verification of Rating service with the exam name, examination date, application number, name and date of birth. If you did not pass, the subject ratings tell you exactly which floor you missed, and that is your entire study plan for 2027.
2. Register online for initial registration on the date PRC announces. Bring the downloaded and accomplished Oath Form or Panunumpa ng Propesyonal, your Notice of Admission for identification, two passport-sized photos with a white background and complete name tag, two sets of documentary stamps, and one brown envelope.
3. Sign the Roster of Registered Professionals in person. Nobody can do this for you.
4. Attend the oathtaking. Section 16 of RA 4373 requires a professional oath before you may practice. PRC announces the date and venue after results.
5. Keep your PIC current. Renewal runs on a three-year cycle with continuing professional development, and RA 10847 inserted the CPD requirement into the Social Work Law.

Once registered you practice under the Philippine Social Work Code of Ethics and Ethical Standards, adopted as Board Resolution No. 05, series of 2023, on December 6, 2023. It is also examinable material, so it is worth reading before Wednesday rather than after.
