Your Junior COMPRO subject list depends on two facts
Before opening a past-question pack, write down your salary grade level and cadre. The official 17 April 2026 Junior COMPRO circular covers newly recruited junior public servants on Salary Grade Levels 01–06 and lists these subjects:
- English Language;
- Public Service Rules;
- Financial Regulations;
- General Paper;
- Office Routine, or Special Paper for Para-Military Officers;
- Computer Appreciation and Literacy; and
- Elementary Mathematics only for Clerical Assistants on SGL 03.
That last condition matters. Quantitative practice is not automatically a paper for every junior candidate merely because a commercial bundle includes it. Likewise, a civilian candidate should not replace Office Routine with an unspecified security-service paper, while a Para-Military candidate needs the Special Paper identified by the applicable service instructions.
The circular does not publish permanent question weights, a question count, test duration, pass mark, or detailed subtopic blueprint. Build your personal paper card first
Use this decision table before allocating study time:

Confirm the final row with your MDA or service briefing because the central circular names Special Paper but does not publish one universal para-military outline. Your personal paper card should include the exact paper name, controlling document, whether references are permitted, diagnostic score, and next revision date.
Use an official-source ladder
Use the 2026 junior circular for category and paper selection. Use the official Public Service Rules 2021 for PSR questions and the OAGF's published Financial Regulations revised to January 2009 with later Treasury circulars for financial rules. Use a federal-government Civil Service Handbook for office and registry procedure.
A public COMPRO syllabus resource supplies useful English, mathematics, ICT, and general-knowledge training prompts, but the dated OHCSF circular remains controlling when labels or candidate coverage differ. Treat MDA and service instructions as the controlling source for a Special Paper.
PSR 030107 and the 2026 circular prohibit reference materials in General Paper, Office Procedure or Routine, and Special Paper. Where references are permitted, PSR 030108 lists the PSR, Financial Regulations, Civil Service Handbook, Federal Establishment Circulars, and Notes for Guidance Nos. 1, 2 and 3 for officers on GL 06 and below. Verify centre instructions before carrying anything.
English Language: train four decisions
The 2026 circular officially names English Language but does not assign a detailed blueprint. The public COMPRO syllabus suggests vocabulary, grammar, sentence structure, reading comprehension, writing, and effective communication. Convert those headings into four repeatable decisions:
- Meaning: choose the word or phrase that fits the sentence, not merely a familiar synonym.
- Structure: test subject–verb agreement, tense, pronoun reference, modifiers, punctuation, and complete sentence form.
- Comprehension: answer from the passage, separating its stated point from your background knowledge.
- Workplace communication: choose the clearest, most accurate and appropriately formal sentence, email subject, report statement, or instruction.
Practise in short timed sets. For every error, record the clue you missed and rewrite the sentence correctly. This builds transferable language control without pretending that a leaked vocabulary list is the 2026 paper.
Public Service Rules: answer with actor, trigger, process, consequence
Do not memorise PSR numbers without their jobs. For each rule, record who is covered, what triggers the rule, who has authority, what process or document follows, and the consequence. Start with appointment and confirmation, duties and conduct, discipline, leave, records, petitions, and leaving the service, then attach current OHCSF circulars where they update the master text.
PSR 030104 says an officer who fails after three consecutive attempts must resign or withdraw from service. PSR 030105 addresses failure to take the confirmation examination after three years from first appointment. These are different triggers, so a scenario about repeated failure should not be answered with the non-attendance rule.

Financial Regulations: follow the transaction
Study Financial Regulations as a transaction trail:
authority → supporting evidence → voucher or receipt → checking → payment or collection → posting → reconciliation → custody and accountability
High-value junior review areas are the responsibilities of public officers, revenue, recurrent and capital expenditure authority, vouchers and payment, bank accounts, cash books, adjustments, imprest, custody of public money, and controlled receipt or licence books. The published OAGF rules and later official circulars outrank an old commercial answer key, especially where monetary thresholds or systems have changed.
The COMPRO Financial Regulations study map covers warrants, voucher safeguards, stores, losses, and audit trails. Here, the goal is to keep FR as one visible paper on your personal card instead of letting it disappear behind English or General Paper practice.
General Paper: keep a dated official-facts sheet
General Paper is compulsory for junior candidates, but the 2026 circular does not define its detailed scope. The public syllabus resource uses general-knowledge prompts about Nigeria, including history, culture, geography, the economy, political structure, and current developments. Use those only as a study organiser unless OHCSF or your MDA supplies a narrower briefing.
Build a one-page sheet from first-party sources: constitutional institutions and legislative process from the National Assembly, current executive offices and announcements from the State House, government coordination and current ministries from the OSGF, and service reforms or circulars from OHCSF. Date every current office-holder or policy fact.
Avoid an endless news feed. Revise institution, function, office-holder, source date, and one current development. If a coaching note cannot show when a changing fact was checked, do not promote it to your master sheet.
Office Routine: trace a document through the registry
Civilian candidates can use the official Civil Service Handbook to turn Office Routine into a document journey. Chapter 10 describes open and secret or confidential registries and identifies registry functions such as opening, allocating, recording, classifying, indexing, keeping and supplying files, filing correspondence, and preparing mail for dispatch.
Practise this route without notes because references are prohibited in the paper:
receive mail → stamp and register → classify → locate or open the authorised file → enclose and page papers → record file movement → send for action → bring up when due → dispatch and retain the record
Make comparison cards for open versus classified material, incoming versus outgoing mail, main versus temporary or case files, and absent-file or charge-slip controls. The purpose is not to guess a universal question list; it is to understand why each registry step preserves location, confidentiality, continuity, and accountability.
Special Paper: use your service's instructions
Para-Military candidates should replace the Office Routine lane with the applicable Special Paper, not with a generic blend of every agency's duties. Obtain the named syllabus, orders, instructions, code, practical-duty manual, and written candidate briefing from your MDA or training unit. Record document titles and revision dates.
Turn each operational topic into: lawful authority → officer's duty → required sequence → safety or rights safeguard → report or record → escalation. Do not import police, immigration, correctional, road-safety, fire, or civil-defence procedures across services unless your own official material makes them applicable. The central circular confirms the paper category; the service document supplies the content.
Computer Appreciation and Literacy: practise, do not only read
The OHCSF has linked federal civil-service digital training to NITDA's National Digital Literacy Framework. NITDA groups digital literacy into six competence areas: device and software operation, information and data literacy, digital content creation, communication and collaboration, safety, and problem-solving. That is a strong first-party practice framework, not an announced COMPRO weighting.
Complete one task in each lane: manage a file and folder; identify reliable search information; format a short document or simple spreadsheet; send a clear email; recognise phishing and build a strong password; and diagnose a basic device or application problem. Elementary Mathematics: apply the SGL 03 gate
Elementary Mathematics is not a common Junior COMPRO paper. The 2026 circular limits it to Clerical Assistants on SGL 03. If that description is not yours, do not divert core study time simply because a seller advertises quantitative reasoning. If it is yours, the public syllabus suggests multiplication and division, fractions and decimals, basic geometry, introductory statistics, and practical problem-solving.
Build accuracy before speed: calculate without options, estimate the likely range, then use choices to check. Practise workplace-sized problems involving quantities, shares, simple tables, percentages or decimals, and basic shapes. Keep an error sheet with operation, setup, arithmetic, unit, and time-pressure mistakes.
Run a seven-session rotation
Use diagnostics rather than invented subject weights:
- Lock your paper card, sources, reference rules, and baseline scores.
- Drill English and Computer Appreciation.
- Work PSR scenarios and locate each controlling rule.
- Work Financial Regulations transaction scenarios.
- Revise General Paper from a dated official-facts sheet.
- Practise Office Routine without references, or your service's Special Paper; add mathematics only if the SGL 03 condition applies.
- Take a mixed free COMPRO practice test, repair errors from official sources, and retest the weakest decisions.
Allocate the next session to the weakest verified paper, not the loudest commercial prediction. The finish line is a personal subject card with no category mistakes, a traceable official source for every rule, and enough CBT practice to retrieve the answer under pressure.
