The FS exam is not open book—it is open workflow
On the 2026 NCEES Fundamentals of Surveying (FS) exam, knowing a formula is only one part of earning the point. You must decide whether the question belongs in the FS Reference Handbook or one of the supplied standards, find the right passage in the exam viewer, transfer the correct variables and units, and finish the computation on an approved calculator without burning four minutes.
One correction matters immediately: the downloadable PDF on your computer may respond to Ctrl+F, but the actual NCEES exam interface does not. The May 2026 NCEES Examinee Guide says candidates search supplied references with the search box on the left side of the viewer. Ctrl+F is unavailable. Practising keyword selection remains valuable; relying on a familiar keyboard shortcut does not.
Your four exam-day tools
1. The current FS Reference Handbook
NCEES provides the current handbook on screen as a searchable PDF. You can download the preparation copy from your MyNCEES dashboard. The May 2026 NCEES Examinee Guide says every examinee uses a 24-inch monitor with space for both the question and reference material. NCEES recommends viewing references at 100% in most cases and changing zoom only when clarification is needed.
Use the MyNCEES copy that corresponds to your exam preparation, not an unofficial upload with an unknown version. NCEES periodically revises its handbooks. A saved copy from a previous candidate can differ in page order, terminology or content from the version supplied for your appointment.
2. Six supplied FS standards
The handbook is not your only supplied reference. The current NCEES FS CBT specifications list six standards available electronically throughout the FS exam:
- ALTA: 2021 ALTA/NSPS Minimum Standard Detail Requirements for Land Title Surveys;
- FEMA: 2023 Elevation Certificate and Instructions;
- FGCS: specifications and procedures for electronic digital/bar-code geodetic leveling;
- GPAS: Federal Geographic Data Committee Geospatial Positioning Accuracy Standards;
- NPSP Model: 2002 NSPS Model Standards, Sections A–H; and
- USNMAS: 1947 United States National Map Accuracy Standards.
The standards appear as separate documents, and only one document can be opened and searched at a time. The handbook and standards remain available throughout the exam. One important exception is printed directly in the FS specifications: the supplied FEMA document is not searchable in the exam platform. Learn its structure and use visible headings rather than planning a keyword search.
If a problem explicitly names ALTA, FEMA, FGCS, GPAS, NPSP or USNMAS, open that supplied document first. Searching the general handbook for a standard-specific requirement wastes time and may lead to a rule from the wrong revision. NCEES scores standard-of-practice questions according to the documents and revision years listed in the current specification.
3. One approved calculator in the testing room
NCEES allows one approved physical calculator in the room, without its cover. A spare calculator and covers may be stored with your belongings outside the room. The exam software also provides an on-screen TI-30XS calculator, but switching between question, reference and virtual calculator adds interface work; train on the physical model you plan to bring.
The official 2026 approved families are:
- Hewlett-Packard HP 33s and HP 35s;
- Casio models whose names begin with fx-115 or fx-991; and
- Texas Instruments models whose names begin with TI-30X or TI-36X.
Check the current NCEES calculator policy again shortly before the appointment. A calculator that looks similar but lacks the approved prefix is not made acceptable by its feature set. For a broader comparison of functions, see the 2026 NCEES calculator guide.
4. Pearson reusable scratch booklets
Pearson supplies two reusable booklets and three markers. You may request a replacement during the exam by raising your hand; the proctor takes the existing booklet before issuing another. You cannot use the booklet until the exam has started, and nothing written in it may leave the testing room.
A useful scratch layout needs no prewritten notes. For each calculation, record the question number, givens with units, the selected relationship, intermediate values and the answer unit. This creates a compact audit trail when you revisit a flagged item and reduces calculator re-entry.
The 20-second resource decision
Before searching, classify the question. Ask these four questions in order:
- Is this a direct concept I know confidently? Answer without opening a reference, then flag only if uncertainty remains.
- Is this a formula or variable-definition problem? Open the FS Reference Handbook.
- Does the stem cite a named standard or certificate? Open that exact supplied standard.
- Is the real task arithmetic after the relationship is known? Set up units on the booklet, then use the calculator.
This prevents the two slowest habits: browsing the handbook for facts you already know and forcing memory on a standard-specific question. Boundary judgment, for example, may require learned principles rather than a formula search; a positional-accuracy problem may point to GPAS; an elevation-certificate detail points to FEMA even though that document cannot be searched.
A search ladder that works in the NCEES viewer
The goal is not to memorise hundreds of page numbers. Page numbers can change with handbook revisions, and the exam viewer is designed around its search box and linked navigation. Build a vocabulary map instead.
Step 1: search the distinctive noun
Use the term most likely to appear in a heading or definition: “compass rule,” “curvature and refraction,” “vertical curve,” “prismoidal,” “combined factor,” “error propagation,” “confidence interval,” or “linear regression.” A distinctive phrase usually produces fewer results than a broad word such as “survey,” “distance” or “error.”
Step 2: search the concept, not the symbol
Symbols are reused across disciplines. Searching “H,” “N,” “R” or “K” produces ambiguity or no useful result. Search “orthometric height,” “radius,” “scale factor” or the named method, then read the variable definitions attached to the relationship.
Step 3: verify context before copying
A search hit is not automatically the correct formula. Confirm whether it addresses horizontal or vertical geometry, sample or population statistics, grid or ground distance, SI or U.S. customary units, and the stated sign convention. Copy the relationship and its unit assumptions onto the booklet before entering numbers.
Step 4: stop an unproductive search
If two targeted searches do not expose a relevant section, decide whether the problem actually tests knowledge rather than lookup. Mark it for review and move. Repeating synonyms for three minutes is not a handbook strategy.

Build a calculator workflow, not a collection of tricks
Choose one approved calculator early and use it for every timed set. The best calculator is the one on which you can execute surveying tasks accurately without studying the key labels. Your pre-exam competency checklist should include:
- confirming degree mode before trigonometry and recognising when a problem uses radians;
- entering and converting degrees-minutes-seconds without reversing signs;
- using inverse trigonometric functions with the correct quadrant logic;
- converting rectangular and polar components when your model supports it;
- running one-variable and two-variable statistics and clearing old data first;
- solving simultaneous equations or matrices only through functions available on your exact model;
- storing intermediate values without accidentally reusing an older variable; and
- preserving parentheses and exponent order in long traverse, curve and error-propagation expressions.
Start each practice block with a ten-second audit: approved model, degree/radian mode, display format and cleared statistics or stored variables where relevant. Repeat that audit on exam day. A correct handbook relationship entered in the wrong angular mode is still a wrong answer.
Do not let a calculator function replace the setup. Write the desired quantity and expected unit first. If the answer options are in acres, metres, arc-seconds or parts per million, convert deliberately and perform a magnitude check. For fill-in-the-blank items, the lack of answer choices makes that unit audit even more important.
The complete question workflow
For a computation or standard-based item, use this sequence:
- Read for the deliverable. Circle mentally whether the question asks for a bearing, coordinate, area, elevation, correction, accuracy class or professional action.
- Extract givens and units. Put only essential values in the booklet; copying the whole stem costs time.
- Select the resource. Memory, handbook, named standard or calculator-only arithmetic.
- Search with one distinctive term. Use the left-side viewer box at the test center.
- Verify definitions and units. Read the line around the search hit rather than grabbing an isolated expression.
- Compute on the approved calculator. Keep unrounded intermediate values when practical.
- Check direction and magnitude. Test signs, quadrant, grid-versus-ground direction and unit scale.
- Answer or flag. If the pathway remains unclear after roughly three to four minutes, preserve your work, choose the best provisional answer and mark the item for review.
The FS exam provides 5 hours 20 minutes for 110 questions—an average of about 2 minutes 55 seconds per item. That average includes conceptual questions that take less than a minute and reference-heavy problems that take longer. It is not permission to spend three minutes searching before the calculation begins.
Manage the two-section lock and the break
The exam is divided into two sections, but NCEES gives you the full testing time at the start rather than assigning a separate timer to each. After approximately half the questions, you review and submit the first section. Once submitted, those questions cannot be reopened. The optional scheduled 25-minute break follows that submission.
Before selecting “End Review,” resolve every flag in the first section or accept the provisional answer. A plan to revisit it after lunch will fail because the section is locked. Also protect enough testing time for the second section; an extra twenty minutes spent polishing the first half comes directly from the remaining clock.
Use the scheduled break for food, water and a mental reset. Returning early does not add unused break minutes to exam time, and returning late reduces the second-section time. Unscheduled breaks are allowed, but the testing clock continues and access to stored personal items is restricted.
A seven-day handbook-and-calculator drill
Day 1 — Interface audit: download the current MyNCEES handbook, read the latest examinee guide and FS specifications, and identify all six supplied standards.
Day 2 — Search vocabulary: solve ten questions while recording the first keyword tried, number of search attempts and whether the correct section appeared.
Day 3 — Calculator modes: drill DMS, inverse trig, coordinate conversion, statistics and equation solving on your exact approved model.
Day 4 — Standards routing: classify twenty prompts by handbook, ALTA, FEMA, FGCS, GPAS, NPSP or USNMAS before attempting an answer. Practise navigating FEMA by headings without search.
Day 6 — Two-section simulation: divide a longer set in half, submit the first half permanently, take a timed break, then finish with the time remaining.
Day 7 — Error audit: classify every miss as concept, resource selection, search term, variable definition, units, calculator entry or time management. Repair the workflow category—not just the final formula.
Track three numbers across the week: median search time, calculator-entry errors and reference problems exceeding four minutes. A falling error count is better evidence of readiness than recognising page numbers from repeated questions.
The eight-minute tutorial checklist
NCEES provides an eight-minute software tutorial after the mandatory two-minute nondisclosure agreement. Use the tutorial to confirm how to advance, flag items, open the handbook, select standards, search with the left-side box, adjust zoom and reach the review screen. Do not assume your home PDF viewer behaves the same way.
Before the first calculation, confirm the physical calculator mode. Once the exam starts, adopt the same booklet layout used in practice. If the reference viewer, calculator, monitor or software does not work correctly, notify the test administrator immediately; the administrator cannot answer content questions but must be told about technical problems while they occur.
The highest-value exam-day habit is simple: know which resource owns the problem, search it with the right noun, verify variables and units, then calculate once. That workflow turns the supplied references from a safety net into a repeatable scoring tool.
