2.3 Renewal, Endorsement, Inactive Status, Reinstatement & Military Provisions

Quick Answer: Wisconsin cosmetology credentials renew on or before March 31 of every odd-numbered year (Cos 9.01). A lapse of less than 5 years is cured by paying the late renewal fee (Cos 9.02). Cos 9.01 is precise: the licensee files an application and pays the renewal fee on or before March 31 of every odd-numbered year. Stat. s. 454.15 and to a citation under ch. Cos 10.

2. Late Renewal: The Five-Year Fork

This is the single most-tested renewal fact, and the section numbers are easy to reverse.

Two precision points that distractors exploit:

1. Cos 9.02 is the before 5 years rule — titled "Late renewal before 5 years." Cos 9.03 is the after rule. Study material that reverses them is wrong.
2. At 5 years or more the examination is discretionary, not automatic. The rule says the board "in its discretion may require" it. Answer options phrased as "must automatically retake both examinations" overstate the rule.

3. Endorsement: Licensure Without Examination (Cos 8.02)

Chapter Cos 8 contains four sections: Cos 8.005 (definitions), Cos 8.01 (licensing requirement), Cos 8.02 (licensing requirement without examination) and Cos 8.03 (inactive licence).

Cos 8.02(2) is the endorsement route for practitioners licensed elsewhere. The applicant must hold a current licence in good standing from another jurisdiction, pay the appropriate fee, and — the detail the exam always asks for — complete a board-approved one-hour course regarding Wisconsin statutes and administrative code applicable to their practice.

One hour. Not four, not sixteen, and not a repeat of the national theory examination. The rationale is targeted: an experienced out-of-state cosmetologist already knows hair chemistry; what she does not know is Cos 2.025, Cos 4.045 and the March 31 odd-year renewal date.

Inactive licence. Wis. Stat. s. 454.01(11m) defines an inactive licence and Cos 8.03 governs it. An inactive credential is a way to hold a licence without practising; note that s. 454.12 excludes inactive licensees from the board's continuing education power.

4. Continuing Education: What 2017 Act 81 Actually Did

Wisconsin imposes no routine continuing education requirement as a condition of biennial renewal. Both the statute and the rule say the same thing:

• Wis. Stat. s. 454.12: "The examining board may impose continuing education requirements on a person who holds a license under this subchapter that is not an inactive license as a part of the disciplinary process to ensure competency."
• Wis. Admin. Code Cos 2.09: "To ensure competency, the board may require specific remedial continuing education requirements for any licensee as part of a disciplinary process."

Continuing education in Wisconsin is therefore a disciplinary remedy, not a renewal condition.

2017 Wisconsin Act 81 amended s. 454.12 and created s. 454.125 (Regulatory updates), which places the burden on the department, not the licensee:

• s. 454.125(1): the department shall send, by electronic mail, to each person granted a licence under s. 454.06(2) to (6), a digest that describes changes to statutes and rules affecting the practice of cosmetology, aesthetics, manicuring or electrology.
• s. 454.125(2): the department shall make the digest available at all times on its internet site.

Exam Trap: no attestation. Section 454.125 creates a departmental duty to distribute the digest. It does not require licensees to attest at renewal that they have read it, and it does not substitute an attestation for continuing education hours. Options describing a mandatory digest-review attestation are wrong.

5. Service Members on Active Duty

A credential held by a service member does not expire on its expiration date if, on that date, the service member is on active duty. A credential extended under Wis. Stat. s. 321.60(2) expires 180 days after the service member is discharged from active duty. The service member or spouse may request an extension or renewal within the statutory window following discharge, and the renewal fee is waived if the request is made within the extension period.

A separate provision, Wis. Stat. s. 440.09, deals with reciprocal credentials for service members, former service members and their spouses — a pathway into Wisconsin licensure based on a credential held in another state. A "former service member" for that purpose is someone discharged under conditions other than dishonourable within 4 years of applying.

Exam Trap: 321.60 vs. 440.09. The 180-day post-discharge extension of an existing credential is s. 321.60(2). Section 440.09 is the reciprocal credential route with its own 4-year application window. They solve different problems.

6. Putting the Timeline Together

Scenario. A cosmetologist last renewed in March 2019 and stopped practising. She returns in September 2026 wanting to work.

Her credential expired 31 March 2021. As of September 2026 the lapse exceeds five years, so Cos 9.03 governs rather than Cos 9.02. She files for renewal, and the Board may, in its discretion, require her to pass the examination as a condition of renewal. She cannot simply pay the late fee and resume work, and she may not practise at all while the credential is expired.
