A mine is not compliant merely because it holds a mineral agreement. Mineral, environmental, water, air, waste, hazardous-material, safety, local and project-specific approvals overlap. Numerical limits can change and vary by source or receiving classification; never invent one generic mine limit.

Environmental Impact Assessment

Presidential Decree No. 1586 established the Philippine Environmental Impact Statement System. Covered projects undergo the applicable environmental assessment and, when approved, receive an ECC with conditions. The ECC records commitments and conditions; it is not a permit to violate clean-air, clean-water, hazardous-waste, protected-area, Indigenous-rights, local or mining rules. Clean Air

Republic Act No. 8749, the Philippine Clean Air Act of 1999, provides the air-quality and emission-control framework. Mine sources include crushing and transfer dust, roads, blasting, generators, dryers, furnaces, smelters, stockpiles and wind erosion.

Use the hierarchy:

  • eliminate unnecessary handling and drop height;
  • enclose, capture and ventilate;
  • apply water or compatible suppressant;
  • pave, grade or stabilize roads and manage speed;
  • maintain engines and combustion;

Solid Waste

Republic Act No. 9003, the Ecological Solid Waste Management Act of 2000, provides the framework for municipal-type solid waste segregation, collection, recovery and disposal. Camps and offices generate food, paper, plastics and residual waste. Mine waste rock and tailings have specialized mining and environmental controls and should not be casually classified as ordinary municipal waste. Segregate at source and prevent open dumping and burning.

Republic Act No. 6969 governs toxic substances and hazardous and nuclear wastes. Mine operations may manage used oil, solvents, contaminated containers, laboratory chemicals, batteries, cyanide-related materials, mercury-containing equipment, reagents and treatment sludge. Current DENR rules determine registration, generator identification, storage, labeling, manifesting, transport, treatment and disposal.

A hazardous-waste area needs compatible segregation, secondary containment, weather protection, labels, inventory, inspection, spill equipment, fire control and authorized removal. Never mix wastes merely to reduce container count; incompatible reactions can generate heat, gas or fire.

Monitoring Quality
