NAPOLCOM PNPE Overview, Eligibility & Application System

The Philippine National Police Entrance Examination is administered by the National Police Commission, or NAPOLCOM. It is the examination used to establish the appropriate entrance eligibility for the initial PNP rank of Patrolman or Patrolwoman. A passing result is important, but it is only one step: it is neither an appointment nor a promise of employment.

1. Where NAPOLCOM Gets Its Examination Authority

Article XVI, Section 6 of the 1987 Constitution directs the State to maintain one police force that is national in scope and civilian in character and is administered and controlled by a national police commission. Republic Act No. 6975 created the modern PNP and the statutory framework for NAPOLCOM. Republic Act No. 8551 later amended that framework.

Two provisions are especially important for exam questions:

• RA 8551, Section 5, amending Section 14 of RA 6975, includes the conduct of qualifying entrance and promotional examinations among NAPOLCOM's administrative-control and operational-supervision functions.
• RA 8551, Section 21, amending Section 32 of RA 6975, states directly that NAPOLCOM shall administer entrance and promotional examinations for policemen according to standards set by the Commission.

Do not confuse those provisions with RA 8551, Section 14. That section amends the general qualifications for appointment to the PNP; it is not the provision that grants the examination power.

2. What the Current Official Announcement Publishes

Official NAPOLCOM materials identify four broad coverage areas and their subtopics:

1. General Information: Philippine Constitution and History; PNP Law and History; Criminal Justice System; Current Events; and Social Awareness and Value Judgment.
2. Verbal Reasoning: Vocabulary; Comprehension; and Grammar.
3. Quantitative Reasoning: Basic Concepts and Problem-Solving Skills.
4. Logical Reasoning: Verbal and Non-Verbal reasoning.

The current official materials also state a 3-hour examination period, a 70% passing rating, and a PHP 400 entrance-examination fee. They do not publish a fixed current total number of questions, a guaranteed number of choices per item, or percentage weights for the four areas. Therefore, unofficial claims such as a 150-item total, a 105-answer raw-score target, or a 35% verbal weight must not be treated as official specifications.

The practical pacing rule is simple: read the instructions printed on the actual test, note the real number of items and sections, reserve time for answer-sheet review, and adjust pace from those facts. Practice sets can build endurance, but their length is not evidence of the live exam's item count.

NAPOLCOM schedules examination cycles through announcements rather than a permanent promise of two administrations every calendar year. Always use the date, registration window, testing center, and instructions in the specific cycle notice.

3. Who May Take the Entrance Examination

For a civilian applicant, the current official announcement requires:

• Filipino citizenship;
• age 21 through 30 on the examination date; and
• a bachelor's degree from a recognized institution.

The announcement also permits a Patrolman or Patrolwoman whose appointment is temporary because the officer lacks the appropriate eligibility to take the entrance examination. Promotional examinations are different examinations for in-service personnel seeking advancement.

The word citizen matters. The appointment statute says a citizen of the Philippines; it does not impose a natural-born-citizen rule. A reviewer should not invent disqualifications concerning naturalization or dual citizenship that do not appear in the governing examination announcement or appointment provision.

Examination admission is not the same as appointment

RA 8551, Section 14 amended Section 30 of RA 6975 and lists general qualifications for appointment to the PNP. Those include citizenship, good moral conduct, required psychological, drug, and physical tests, a bachelor's degree, appropriate eligibility, no dishonorable discharge or dismissal for cause from government, no final conviction for a crime involving moral turpitude, the statutory height and weight requirements, and the age rule for a new applicant.

RA 11549 later reduced the minimum appointment height to 1.57 meters for a male applicant and 1.52 meters for a female applicant. It also provides an automatic height waiver for applicants belonging to cultural communities or indigenous peoples. The statute does not create alternative reduced heights of 1.52 meters and 1.47 meters for that waiver. More importantly, these are appointment rules. The current civilian entrance-exam announcement identifies age and education requirements but does not list height as an examination-admission condition.

This distinction prevents a common mistake: a person may be allowed to sit for and pass the entrance examination yet still need to satisfy all applicable appointment, recruitment, medical, physical, background, and quota requirements later.

4. Registration and Documentary Processing

NAPOLCOM uses an online scheduling or registration system for the announced cycle, followed by processing under the instructions of the appropriate regional office. The name and workflow of the system have changed over time, so old OLEASS instructions should not be memorized as permanent rules. Use the official NAPOLCOM website and the current online-system link.

A recent official cycle required a civilian applicant with a confirmed processing schedule to present the generated notice, recent passport-size photographs meeting the stated background and name-tag rules, a valid government-issued ID showing date of birth, and an original or certified copy plus photocopy of an accepted education document such as a transcript of records, diploma, or certificate of graduation. It also required the specified legal-size window envelope and mailing stamp and payment of the PHP 400 fee. Those details illustrate the process but do not replace the next cycle's announcement.

Use this verification sequence:

1. Read the current central or regional NAPOLCOM examination announcement.
2. Confirm that the notice is for the PNP Entrance Examination, not a promotional examination.
3. Register only through the current official system during the stated window.
4. Verify the regional processing date and exact document list.
5. Check that the name, birth date, and education records agree across documents.
6. Retain the notice or admission document and follow the testing-center rules, reporting time, dress instructions, and prohibited-item list.

Calculators and smart devices are prohibited under official examination reminders. Bring only items authorized by the current notice. Do not rely on a review website for a last-minute document or venue decision.

5. What a Passing Result Does and Does Not Do

The passing rating is 70%. A passing examinee receives the PNP Entrance eligibility appropriate to the initial rank. That eligibility is a documentary qualification used when applying for PNP appointment.

It does not place the examinee automatically on the PNP roster. Recruitment remains subject to available positions and to the PNP's separate procedures, which can include validation of records, physical and medical assessment, psychological or psychiatric screening, drug testing, character and background investigation, interviews, and required training. RA 8551 separately provides a twelve-month Field Training Program for uniformed members as a requirement for permanency of appointment.

For exam purposes, remember the clean sequence: apply under the current NAPOLCOM notice, take the entrance examination, earn eligibility by reaching the passing rating, then compete in the separate PNP appointment process.
