A consecutive system is the reason Class E certification exists. If the consecutive system adds any treatment, the operator must also hold the subclassification exam for that treatment technology.

The Regulatory Vocabulary Operators Are Tested On

  • Maximum contaminant level (MCL) — the enforceable ceiling concentration in water delivered to a user. Example: nitrate as nitrogen at 10 mg/L, an acute MCL.
  • Maximum contaminant level goal (MCLG) — a non-enforceable health goal set with a margin of safety. The MCLG for a microbial pathogen or a genotoxic carcinogen is typically zero.
  • Treatment technique (TT) — an enforceable process requirement used where measuring the contaminant directly is impractical. Reporting, Notification and Permitting in Pennsylvania

Operators submit compliance results to DEP through the Drinking Water Electronic Lab Reporting (DWELR) system, and certified laboratories report directly as well. Three deadlines are heavily tested:

  1. Public notification tiers. Tier 1 (acute risk, such as an E. coli MCL violation, a nitrate MCL exceedance, or a waterborne disease outbreak) requires notice to customers within 24 hours and immediate verbal contact with the DEP district office. Tier 2 (non-acute MCL or treatment technique violations) requires notice within 30 days. Tier 3 (monitoring and reporting violations, operation under a variance) requires notice within one year.
  2. Consumer Confidence Report. Every community water system must deliver a CCR covering the previous calendar year to customers by July 1.
