11.3 Hearing, Hand, Foot, and Body Protection


1. Hearing Protection — 1926.101

Section 9.4 covered the exposure limits: the 90 dBA 8-hour PEL in Table D-2 of 1926.52, the 85 dBA action level, and the 5 dB exchange rate. Subpart E covers the device itself.

1926.101(a): "Wherever it is not feasible to reduce the noise levels or duration of exposures to those specified in Table D-2 ... ear protective devices shall be provided and used."

1926.101(b): "Ear protective devices inserted in the ear shall be fitted or determined individually by a competent person."

1926.101(c): "Plain cotton is not an acceptable protective device."

That last sentence is a genuine exam item. Cotton balls, rolled tissue, and shop rags are not hearing protection, and the standard says so in one sentence.

Derating the NRR

Every protector carries a manufacturer Noise Reduction Rating (NRR) established in a laboratory with an expert fitting. The field never reproduces that. OSHA's derating method for comparing protected exposure to an A-weighted TWA is:

The subtraction of 7 converts from the C-weighted basis of the NRR test to A-weighting; the division by 2 is OSHA's 50% safety factor for real-world fit. A worker at 100 dBA with an NRR 29 plug is estimated at $100 - (29-7)/2 = 100 - 11 = 89$ dBA — still above the action level, which is why dual protection (plugs and muffs) is used for the loudest tasks. Dual protection does not add the two NRRs; the accepted convention is to add 5 dB to the higher-rated device's NRR.

2. Foot Protection — 1926.96

1926.96: "Safety-toe footwear for employees shall meet the requirements and specifications in American National Standard for Men's Safety-Toe Footwear, Z41.1-1967."

Z41 was withdrawn and replaced by the ASTM standards F2412 (test methods) and F2413 (performance requirements). OSHA accepts footwear meeting the current ASTM standards as equally effective; the compliant boot carries an ASTM marking inside the tongue.

[!CAUTION] Two traps here. First, EH and CD are opposites: EH insulates, CD grounds. Second, a steel toe is not puncture resistance. A worker who steps on an upturned form nail is protected only by a PR-marked sole. On demolition and forming work, PR is the rating that matters, and the toe cap is incidental.

Recall from Section 11.1 that non-specialty safety-toe footwear is the one footwear category the employee may fund, and only when the employer permits it off site. Metatarsal boots and dielectric footwear are specialty items — employer pays.


3. Hand Protection

Hands are the single most-injured body part in construction. There is no dedicated construction hand-protection section; the duty flows from 1926.95(a) plus the substance-specific standards.

Cut resistance — ANSI/ISEA 105

The cut-resistance scale runs A1 through A9, measured in grams of load required to cut through the material at a fixed blade travel.

[!CAUTION] Cut resistance is not puncture resistance and not chemical resistance. An A6 glove will stop a utility blade and do nothing against a needle, a rebar tie wire, or a caustic. Concrete workers face a chemical hazard — wet portland cement is strongly alkaline and causes third-degree chemical burns through prolonged skin contact — so the correct glove is a nitrile or neoprene chemical glove, not a cut-resistant knit.

Chemical resistance

Select from Section 8 of the Safety Data Sheet (Exposure Controls / Personal Protection — see Section 9.1), which names the recommended glove material. The two variables are material compatibility and breakthrough time. Latex, nitrile, neoprene, butyl, and Viton each resist a different chemical family; a nitrile glove that resists solvents may fail in minutes against a ketone.

Vibration and impact

Anti-vibration gloves meeting ISO 10819 reduce hand-arm vibration transmission and are part of the HAVS control strategy in Section 10.3. Impact-rated gloves with thermoplastic rubber on the back of the hand address the pinch and back-of-hand strikes that dominate hand injuries on pipe, steel, and drilling work.

High-visibility apparel in highway work is a legal requirement, not a preference. For all workers exposed to public traffic in the right-of-way of a federal-aid highway, 23 CFR 634 requires high-visibility safety apparel meeting ANSI/ISEA 107 Performance Class 2 or 3.
