3.3 Annual License Renewal & Continuing Education Mandates

Core Principle: Professional licensure is not a permanent, unmonitored entitlement; it requires annual renewal and ongoing proof of continuing professional competence through accredited continuing education.

To ensure that practicing pharmacists remain abreast of advancing therapeutics, pharmacology, new drug approvals, compounding standards, and evolving pharmacy laws, Oklahoma enforces structured annual license renewal and continuing education mandates under 59 O.S. § 353.11 and OAC Title 535, Chapter 10, Subchapter 7.

Annual License Renewal Framework

In Oklahoma, pharmacist licenses are issued and renewed on an annual basis:

• Expiration Schedule: Pharmacist licenses expire annually on the date established by the Board (traditionally tied to the licensee's birth month or annual renewal schedule as assigned by OSBP).
• Renewal Notice: The Board provides electronic or mailed renewal notices prior to the expiration date. However, Oklahoma law establishes that the legal duty to renew on time rests entirely with the individual licensee, regardless of whether a renewal notice is received.
• Renewal Application & Fee: To maintain active status, the pharmacist must submit the annual renewal application, pay the statutory annual renewal fee, and attest under penalty of perjury to the full completion of required continuing pharmacy education.
• Display of License: Pharmacists must conspicuously display their original license certificate and current annual renewal wallet card / certificate in the primary pharmacy where they practice.

Continuing Pharmacy Education (CPE) Mandates

Under OAC 535:10-7-1, every active licensed pharmacist in Oklahoma must earn continuing education to qualify for license renewal:

1. Hourly Requirement

• 15 Clock Hours Annually: Pharmacists must complete a minimum of 15 clock hours (1.5 Continuing Education Units / CEUs) of approved continuing education during each annual licensure period.

3. Strict Non-Rollover (Carryover) Prohibition

Under OAC 535:10-7-2, continuing education hours earned in excess of the mandatory 15 hours cannot be carried forward to subsequent renewal years.

Critical Exam Rule: If a pharmacist completes 35 hours of continuing education in Year 1, all 35 hours expire at the end of that renewal cycle. The pharmacist starts Year 2 with zero hours and must complete 15 fresh clock hours during Year 2. No rollover or banking of hours is permitted under any circumstances.

Exemption for New Graduates

To enforce continuing education compliance, the Board conducts ongoing administrative monitoring and random audits:

1. Two-Year Record Retention Mandate

Pursuant to OAC 535:10-7-8, pharmacists must maintain physical certificates of completion, official statements of credit, or verified NABP CPE Monitor transcripts for at least two (2) years from the date of license renewal.

2. Random Board Audits

The Board selects a percentage of renewing pharmacists at random for compliance verification. When audited:

• The licensee receives written notice requiring submission of proof of their 15 annual hours.
• The licensee must submit official copies of course completion certificates or CPE Monitor printouts verifying the date, provider, ACPE topic number, and credit hours earned for each program claimed.

3. Sanctions for Non-Compliance or Fraud

• Falsification of CE Attestation: Falsely certifying on a license renewal application that CE requirements have been met constitutes professional misconduct, fraud, and misrepresentation under 59 O.S. § 353.26.
• Disciplinary Penalties: Sanctions may include substantial administrative fines, mandatory completion of make-up CE hours (which cannot count toward future renewals), public reprimand, license suspension, or formal probation.
