Full Category B Licence Prerequisite

Before a candidate in Ireland can apply for a Category D (bus) or Category D1 (minibus) learner permit, they must hold a valid, full Category B (car) driving licence. Holding a provisional or learner Category B permit is insufficient; the law requires established driving experience on light vehicles before embarking on large passenger vehicle operations. The full Category B licence demonstrates that the applicant has mastered basic vehicle control, road signs, junction priority, and general traffic management.

Progression Hierarchy of Irish Bus Licence Categories

Irish driver licensing categorizes passenger-carrying vehicles based on seating capacity, vehicle dimensions, and maximum authorized mass (MAM). Candidates must understand the precise boundaries of each licence category:

Holding a full Category D licence automatically grants entitlement to Category D1 vehicles. However, holding a Category D or D1 licence does not permit towing a trailer exceeding 750 kg MAM unless the candidate passes the additional practical driving test for Category DE or D1E.

NDLS Application Procedure & Learner Permit Restrictions

Once a candidate has passed the Category D theory test, they must apply for a Category D Learner Permit through the National Driver Licence Service (NDLS). Applications can be submitted online via ndls.ie using a verified MyGovID account linked to a Public Services Card (PSC), or in person at an NDLS centre by appointment.

The candidate must assemble and submit the following documentation:

1. Official Driver Theory Test Pass Certificate (issued within the last 2 years).
2. Current Full Category B Driving Licence.
3. Medical Report Form D501 (completed within the preceding 1 month).
4. Eyesight Report Form D502 (if visual fitness is not certified on Form D501).
5. Proof of Identity & PPSN (Verified automatically via MyGovID/PSC).
6. Learner Permit Fee (€35).

Learner Permit Driving Restrictions

Operating a bus on a Category D Learner Permit carries strict legal obligations:

• L display: A red letter L at least 15 centimetres high on a white background must be clearly visible at both the front and rear while the learner is driving.
• Motorway restriction: A Category D or D1 learner may not drive on a motorway. Accompaniment or professional instruction does not create an exception for these categories.
• Accompanied driving: On public roads the learner must be accompanied by a person who holds the same full category and has held it for at least two years.
• Carrying Passengers for Hire or Reward: Learner drivers must not carry fare-paying passengers on public roads.

Group 2 Medical Standards & Documentation (Forms D501 & D502)

Because commercial bus drivers operate large vehicles carrying public passengers, they are classified as Group 2 drivers under Irish and EU law. Group 2 drivers are held to significantly higher medical and visual fitness standards than Group 1 (car and motorcycle) drivers.

Medical Report Form D501

• Mandatory Submission: Every applicant for a Category D or D1 learner permit must submit a completed Medical Report Form D501, regardless of their age.
• Time Limitation: Form D501 must be signed by a registered medical practitioner (GP) within 1 month prior to the date of application to the NDLS. A form signed more than 30 days before submission will be rejected.
• Medical Evaluation Areas: The medical assessment examines cardiovascular health, neurological stability, respiratory function, endocrine disorders (such as diabetes), mental health, and substance dependency.
• Conditions requiring assessment: Diabetes, seizures, sleep disorders, cardiovascular conditions, medication effects and other conditions are assessed under the current Group 2 medical-fitness guidelines. Candidates should answer the D501 questions accurately and follow the medical practitioner's and NDLS's current requirements; a diagnosis should not be converted into a self-decided pass or fail rule.

Eyesight Report Form D502

• Visual Acuity Standards: Group 2 drivers must possess a visual acuity of at least 0.8 (6/7.5) in the better eye and at least 0.2 (6/30) in the worse eye. If corrective lenses (glasses or contact lenses) are required to achieve this standard, they must be worn at all times while driving, and the restriction code '01' will be endorsed on the licence.
• Visual Field: A minimum horizontal visual field of 160 degrees is required, with an extension of at least 70 degrees left and right and 30 degrees up and down. No defects are allowed within the central 30 degrees.

Age Thresholds & Dual Entry Paths (CPC vs Non-CPC)

Irish driver licensing legislation provides two distinct minimum age limits for Category D and D1 vehicles, depending on whether the candidate is completing the Driver Certificate of Professional Competence (CPC):

A candidate relying on the professional Category D age of 21 must complete the full initial Driver CPC route: theory test, case-study test, practical driving test and walkaround test. The NDLS category table does not provide an age-18 Driver CPC route for Category D1.
