Storage Order and Its Logic

The refrigerator storage sequence is not arbitrary. It ranks foods by required final cook temperature, so that anything that drips lands on something that will be cooked to a higher temperature than the source.

Other storage rules an assessor checks:

The Three Routes of Cross-Contamination

Food to food

Raw drip onto ready-to-eat product, commingling of raw and cooked in one container, thawing raw meat above prepped produce. Control: the storage order above, covered containers, physical separation in preparation.

Equipment to food

A cutting board used for raw chicken and then for salad. A slicer not broken down between raw and ready-to-eat. A can opener blade with dried residue. A wiping cloth carried from a raw prep table to a service counter. Control:

  • Dedicated, color-coded equipment — red for raw meat, yellow for raw poultry, blue for seafood, green for produce, purple for allergen, white for dairy and general (color schemes vary; consistency within the establishment is what matters)
  • Clean and sanitize between tasks, and in any case at least every 4 hours for food-contact surfaces in continuous use at room temperature — extendable up to 24 hours only where the Code's specific conditions are met, such as equipment held at 41°F or below
  • Wiping cloths used on food-contact surfaces must be held submerged in sanitizer at the correct concentration between uses; separate cloths for food-contact and non-food-contact surfaces
  • Warewashing verification — sanitizer concentration by test strip, or final rinse temperature at the utensil surface

People to food

Unwashed hands, bare-hand contact with ready-to-eat food, ill employees, hands touching face, hair, phone, apron, or money and then food. Control: handwashing at every task change, no bare-hand contact with ready-to-eat food, exclusion and restriction of ill employees, and hair restraints.

Handwashing sinks must be accessible, unobstructed, and stocked with soap, a hand-drying method, and a waste receptacle, supplied with water at a minimum of 100°F. A handwashing sink used to dump ice, thaw a chicken, or store a bus tub is functionally not a handwashing sink, and inspectors cite it as such.


Preparation Practices to Assess

Blueprint task B.12 is "Analyze food preparation activities." Watch for:

  • Thawing method. Under refrigeration, under running water at 70°F or below, in a microwave immediately followed by cooking, or as part of cooking. Never on a counter, never in standing water.
  • Batch size versus capacity. Prepping more than can be held under control is the root cause of most time abuse.
  • Preparation in the danger zone. Cold TCS ingredients pulled out for a two-hour prep session are accumulating time; the establishment needs either smaller batches or a documented time-control procedure.
  • Tasting practice. A single-use spoon per taste, never the cooking utensil, never a finger.
  • Ice handling. Ice for consumption is food. Scoops stored outside the ice with the handle up; never a glass used as a scoop, because a chipped glass rim is a physical hazard that cannot be found once submerged.
  • Produce washing. Washed in a dedicated food prep sink, not a handwashing sink and not a warewashing sink.

Why Cooling Fails

Cooling deserves its own note because it is the most frequently failed step in Process 3 operations.

The rule is 135°F to 70°F within 2 hours, and 135°F to 41°F within 6 hours total. The first stage is tighter because the 130°F-to-70°F band is where Clostridium perfringens — whose generation time can be under ten minutes at optimum — multiplies fastest. If the first stage is missed but the food is still above 70°F, the food may be reheated to 165°F and the cooling restarted; if the total 6 hours is blown, the food is discarded.

Acceptable methods: shallow pans at a depth of 2 inches or less, ice-water bath with stirring, ice paddles, blast chiller, adding ice as an ingredient, portioning into smaller containers, and loosely covering or leaving uncovered during active cooling so heat can escape. A deep covered stockpot pushed into a walk-in is the textbook failure — it insulates itself, warms the walk-in, and endangers everything else stored there.
