Two tank trailers can look the same from the outside and handle very differently. What is inside the shell, baffles or nothing at all, decides how much front-to-back surge you will feel. The federal knowledge list (49 CFR 383.119(c)) requires you to know the handling differences between baffled or compartmented tanks and non-baffled tanks.

Baffled Tanks

The AAMVA manual (8.2.4) describes baffled liquid tanks as tanks with bulkheads in them that have holes to let the liquid flow through. Baffles run crosswise inside the tank. Liquid can still move from one section to the next, but only through the openings.

What baffles do

  • They help control forward and backward surge. A wave running the length of the tank is broken into smaller movements between baffles, so the push against the front head during a stop is reduced.

Why smooth bore tanks are used

The manual explains that un-baffled tanks are usually those that transport food products (milk, for example). Sanitation regulations forbid the use of baffles because of the difficulty in cleaning the inside of the tank. Baffles create corners, edges, and shadowed areas where product residue can collect and cleaning spray cannot reach.

Federal food transportation rules support that design goal. Under the FDA sanitary transportation rule (21 CFR 1.906), vehicles and transportation equipment must be designed and made of materials that are suitable and adequately cleanable for their intended use, and kept in sanitary condition. A smooth interior is much easier to clean and inspect than one with internal baffles.

Smooth bore construction is common in food-grade service. Some tanks in other services are also built without baffles, so never assume. Ask or check before you drive an unfamiliar tank.

How to drive a smooth bore tank

The manual says to be extremely cautious (slow and careful) in driving smooth bore tanks, especially when starting and stopping. In practice:

  • Begin slowing much earlier than you would with a baffled tank, using light and steady brake pressure.
  • Keep steady pressure through the stop and do not release too soon; the wave can push the truck after it stops.
  • Start moving gently so the liquid does not slam rearward and then rebound forward.
  • Allow more following distance so you are not forced into a hard stop.
  • Treat curves the same as any tank: slow before the curve. A smooth bore tank has no more side-to-side protection than a baffled one.

Baffles vs. Bulkheads

Both are walls inside a tank, but they do different jobs:

  • A baffle has holes. Liquid flows through it, so it only slows surge.
  • A bulkhead is solid. It divides the tank into separate smaller tanks, or compartments, that can be loaded separately (Section 2.3).
