The employer certifies; ASNT certifies only against its own central scheme. Two cautions: SNT-TC-1A is a recommended practice whose hours the employer may modify with documented justification in the written practice, while CP-189 fixes minimum hours that the employer may not reduce. Designing the Programme
1. Write measurable objectives from the outline. "Understand magnetization" is not an objective. "Given a part length and diameter and a five-turn coil, calculate the required machine amperage and state the acceptable tolerance" is: it is observable, it is gradeable, and it maps to a specific outline item.
2. Sequence theory into practice. The durable sequence for MT is: field behaviour and flaw orientation → technique selection → equipment and current type → particle systems and process control → indication interpretation → codes and acceptance → documentation. Interpretation taught before field direction produces inspectors who can name discontinuities but cannot orient a shot.
3. Build the laboratory around real discontinuities. A hands-on syllabus needs a controlled specimen library: cracked weldments, quench-cracked heat-treated parts, service fatigue cracks, and parts carrying known non-relevant indications (permeability boundaries at dissimilar welds, forging flow lines, press-fit boundaries, magnetic writing). Trainees who have never seen a non-relevant indication in the lab will over-reject in production.

The training file shows a single 16-hour "MT Level I/II combined" course delivered four years ago by a contract instructor whose certification cannot be located. Level III findings and corrective actions:
