Maintenance, Supply Discipline, and Property Accountability

Core Principle: Readiness is measured in equipment that works and equipment you can find. The NCO Creed makes both an NCO responsibility, and a promotion board will test whether you can describe the systems rather than just complain about the motor pool.

1. The Two-Level Maintenance System

The Army maintains equipment at two levels:

Field maintenance begins with the operator. A Soldier who performs PMCS correctly finds most faults before they become deadlines.

2. Preventive Maintenance Checks and Services

PMCS is performed to the technical manual (TM) for that equipment — never from memory. The TM's PMCS table gives the item, the interval, the procedure, and the criterion for "not fully mission capable."

Faults are recorded on DA Form 5988-E (Equipment Inspection and Maintenance Worksheet) — the electronic product generated from the maintenance system — or on DA Form 2404 when the automated product is unavailable.

The circled X is the one boards test, because it is the only symbol whose meaning depends on written commander authority.

"Pencil-whipping" a 5988-E — signing for checks that were not performed — is a false official statement under UCMJ Article 107 and a direct violation of the Army Value of integrity. It is also how Soldiers get killed in vehicle rollovers.

Dispatch

Equipment is dispatched before use. The operator must hold a valid operator's permit (OF 346) for that equipment, the equipment must have a current services record, and the dispatch must be within its authorized period. The 5988-E accompanies the vehicle.

3. Property Accountability

Responsibility and accountability are different things, and a board may ask for the distinction:

Hand receipts

• DA Form 2062 (Hand Receipt/Annex Number) is the document by which property is signed down. The commander signs for company property; the supply sergeant sub-hand-receipts to the platoon; the platoon sergeant sub-hand-receipts to squad leaders; and the squad leader sub-hand-receipts to the user.
• The signature creates direct responsibility. An NCO who signs without laying eyes on the property has accepted liability for property they never saw.
• Change documents and component listings travel with the hand receipt so the user knows exactly what "one, complete" includes.

The Command Supply Discipline Program

The Command Supply Discipline Program (CSDP) is the commander's structured, recurring program for enforcing supply discipline. It uses checklists and scheduled evaluations to confirm that hand receipts are current, that inventories are conducted on schedule, that excess property is turned in, and that losses are investigated. It exists because supply discipline is a command program, not a supply-room activity.

Inventories

Financial liability

When property is lost, damaged, or destroyed, the commander initiates a Financial Liability Investigation of Property Loss (FLIPL) on DA Form 200. Liability requires responsibility, culpability, proximate cause, and a loss to the government. A Soldier's maximum liability is generally one month's base pay for simple negligence.

4. Sensitive Items

Sensitive items — weapons, ammunition, night vision devices, communications security equipment, and controlled items — carry the strictest accountability in the Army:

• Accounted for by serial number, by physical count, and by sight.
• Inventoried at the start and end of every duty period, at every change of custody, and any time the situation changes.
• A missing sensitive item is reported immediately through the chain of command. There is no acceptable delay, no "let's look one more time," and no waiting until morning formation. The unit stops and searches, and the commander notifies higher headquarters and law enforcement.
• Arms room access, weapons cards, and key control are governed by physical security regulations and are inspected constantly.

5. Supply Economy

Supply economy is the responsible use of Army resources — repairing rather than replacing, turning in excess rather than hoarding it, ordering the right part rather than the whole assembly, and preventing waste of fuel, ammunition, and repair parts. The NCO Creed's charge to steward the profession includes stewarding its property.

6. Board Answers

• "What does a circled X mean on a 5988-E?" The equipment is unsafe or would be damaged by further use, but it may be operated in an emergency under the written authority of the commander.
• "What form do you use to sub-hand-receipt equipment to your Soldiers?" DA Form 2062.
• "How often are sensitive items inventoried?" By serial number and by sight at the start and end of every duty period and at every change of custody, with a formal inventory at least monthly.
• "One of your Soldiers reports a missing set of night vision goggles at 2200. What do you do?" Report it immediately to the platoon sergeant and first sergeant, secure and search the area, account for everyone else's sensitive items, and let the commander notify higher and law enforcement. Do not wait until morning.
