The Test of Mongolian as a Foreign Language (TOMFL, Монгол хэлний түвшин тогтоох шалгалт) was developed by the Institute for Mongolian Studies at the National University of Mongolia (NUM), commissioned by the Ministry of Education and Science. It certifies the Mongolian proficiency of non-native speakers at six levels, M1 to M6, across speaking, listening, writing and reading. Yes. When NUM opened its NUM Test Center, it announced that TOMFL can be taken online from anywhere in the world. Partner centres abroad, such as NUTAG in Tokyo, also run scheduled sittings.

Is TOMFL the same as ToPMON?

No. TOMFL is run by the National University of Mongolia. ToPMON (Test of Proficiency in Mongolian) is a separate Mongolian proficiency test from the Mongolian National University of Education (MSUE). In 2024 the Minister of Education agreed to take steps to give both tests official national recognition.
