Mongolia Driving Theory Test: Suggested Study Strategy

1Learn the Mongolian sign numbers rather than Russian or European ones: 3.1 is «Гол зам» (Main Road), 3.4 «Зам тавьж өгнө» (Give Way), 3.5 the red «ЗОГС» octagon, and 2.1 «Орох хориотой» (No Entry).
2Memorise the Rule 12.4 limits (60 km/h built-up, 80 km/h outside, 100 km/h on a тууш зам) and the Rule 12.5 exceptions: 20 km/h in residential areas and school zones, 40 km/h when towing.
3Know the stopping-ban distances in Rule 14.8: 5 m before a pedestrian crossing, 20 m from an intersection, 10 m from an exit, and 20 m from a railway crossing. Parking is banned within 100 m of a railway crossing.
4Place the warning triangle at least 15 m back in a built-up area, 30 m outside one and 50 m on a тууш зам (Rule 9.5).
5Practise priority: give way to the right at equal roads, to oncoming straight and right-turning traffic when turning left, and to all main-road traffic at sign 3.4.

What is the format and pass mark of the Mongolia driving theory test?

The general-knowledge theory test has 20 questions and a 20-minute time limit. It is taken electronically or on paper, and for each question the candidate picks one answer from the options given. A pass needs 90% or more, which is at least 18 of 20. Drivers adding Category C or D take a separate 10-question supplementary test in 10 minutes (Law on Road Traffic Safety, Article 14¹.3).

What happens if I fail, and how long does a pass last?

You may retake the test after at least 7 days. The theory test must be passed before the practical test, and a theory pass lapses if you do not pass the practical test within 6 months (Law on Road Traffic Safety, Articles 14¹.8–14¹.10).

How much does it cost?

The National Police Agency publishes no separate fee for the theory test. The licence costs 12,500 MNT, paid to the Agency's licence revenue account at the State Treasury Bank. Driving-school fees are set by each school. A police draft procedure published in June 2026 proposes introducing an examination fee, but no amount had been set.

What are the default speed limits in Mongolia?

Under Rule 12.4 of the Road Traffic Rules, the limit is 60 km/h in built-up areas, 80 km/h outside them and 100 km/h on a тууш зам (sign 5.1). Rule 12.5 sets lower limits: 20 km/h in residential areas and school zones, 40 km/h when towing a motor vehicle, and 50 km/h when carrying children as an organised group.
