Frequently Asked Questions
What is the Citizenship Romanian Language Exam in the Republic of Moldova?
Examenul de evaluare a gradului de cunoaștere a limbii române pentru dobândirea cetățeniei Republicii Moldova is the Romanian-language assessment used for adult naturalization applicants under the current Citizenship Law No. 253/2025 and Government Decision HG No. 809/2022, subject to documented legal exceptions. It evaluates functional communication in Romanian across five domains.
What passing score is required for citizenship versus permanent residence?
Under HG No. 809/2022, candidates applying for Moldovan citizenship must score at least 75 out of 100 points, corresponding to CEFR Level B2 (nivel bun). Candidates applying for permanent residence must score at least 50 out of 100 points, corresponding to CEFR Level B1 (nivel satisfăcător/mediu). Candidates who attain 75 points or more on the permanent residence exam are exempt from re-taking the language exam if they later apply for citizenship.
Who organizes and administers the examination?
The exam is administered by the Examination Commission organized by the Ministry of Education and Research (MEC) and the National Agency for Curriculum and Evaluation (ANCE). ANCE's current 2026 schedule lists ten sessions at Moldova State University (Universitatea de Stat din Moldova, Campusul universitar, blocul 5) in Chișinău.
What is the format and duration of the official exam?
The examination comprises a 90-minute written test covering listening comprehension (20 points), reading comprehension (20 points), grammar and vocabulary (20 points), and written production (20 points), followed by an individual oral interview of up to 20 minutes (20 points). Total possible points are 100.
How and when must candidates register for the examination?
Candidates must submit the examination file to the Ministry of Education and Research (via the drop box at Piața Marii Adunări Naționale 1 or by email to public@ance.gov.md) no later than 2 days before the scheduled exam. The file includes an application (cerere), copies of the national identity document and Moldova residence permit, plus an approved Romanian-course certificate or Romanian-language education diploma where applicable.
How much does the examination cost?
The ANCE/MEC examination page does not publish a separate sitting fee. ASP currently lists an MDL 6,650 charge for its citizenship-through-naturalization service, but that is a separate citizenship application charge and should not be presented as the examination fee.
Who must provide proof of passing the Romanian-language and Constitution examinations for naturalization?
ASP's current naturalization document list requires applicants over age 18 to provide the ANCE certificate. For a person with a severe or accentuated disability whose vision, hearing, or communication impairment limits learning Romanian and the Constitution, ASP instead lists the disability certificate and supporting medical document.
