The Open Competitive Examination for Recruitment to Grade III of Management Service Officers' Service is the national entry examination for Sri Lanka's largest non-executive administrative cadre — the service formerly known as the Public Management Assistants' Service. It is conducted by the Commissioner General of Examinations for the Director General of Combined Services under the Service Minute published in Gazette Extraordinary No. 1840/34 of 11 December 2013 and the Procedural Rules of the Public Service Commission (Gazette Extraordinary No. 2310/29 of 14 December 2022). The 2026 examination consists of just two written papers — Language Proficiency and Aptitude — and vacancies are allocated between districts in proportion to population. Appointed officers carry out office management, correspondence, records and accounting support work across ministries, departments, commissions and secretariats.

Management Service Officers' Service Exam: Suggested Study Strategy

1Split your preparation 50/50. The two papers carry equal marks and you must clear 40% in each, so a candidate who is strong only at arithmetic and reasoning will still fail. Draft one official letter and one summary every week in the medium you will sit the paper in.
2Drill the Language Proficiency task types by name: essay on a set topic, drafting a given letter, comprehension of a passage, summarising a passage, expressing the idea of several given sentences in one sentence, presenting given data as a graph, spelling and simple grammar. Each is listed in the Gazette syllabus, so practise all of them rather than only essays.
3Train for speed on the Aptitude paper: 50 questions in 60 minutes leaves about 70 seconds per item. Practise percentages, ratios, averages, work-and-rate and time-and-distance mentally, and learn to skip and return rather than stalling on one puzzle.
4Remember the 50% aggregate rule. Because the total-mark threshold sits above the per-paper threshold, aim for a comfortable margin in your stronger paper instead of settling for a bare 40% pass in each.
