A.Lawyers who have taken offices in the North Lebanon Governorate
B.Lawyers of North Lebanon origin, wherever their office is located
C.Lawyers who failed to secure registration in Beirut
D.Lawyers who practise exclusively before criminal courts
Explanation: Article 4 of Law No. 8/70 provides that lawyers in Lebanon have two associations, one in Beirut and one in Tripoli, and that the names of lawyers who have taken offices in the North Lebanon Governorate are registered in the Tripoli Bar. The same article forbids practising in Lebanon without registration in one of the two, and forbids registration in both. Article 84 adds that the lawyer must keep his office within the area of the bar to which he belongs.
2In December 2025 the Tripoli Bar Council decided to run a compulsory in-person preparatory course for candidates wishing to sit its capacity test for admission applicants (إختبار كفاءة طالبي الإنتساب). Which description matches the published announcement?
A.A two-week online course covering ethics only
B.A six-month course, three days a week from two to five in the afternoon, covering civil procedure, obligations and contracts, criminal procedure, general and special penal law, Arabic, a foreign language, translation and Arabization, the law regulating the legal profession, and commercial law
C.A twelve-month course offered jointly with the Beirut Bar
D.An optional weekend seminar with no assessment
Explanation: The Tripoli Bar Council announcement of 19 December 2025, following its session of 18 December 2025, set the course at six months, three days a week, from two until five in the afternoon. The listed subjects are civil procedure, obligations and contracts, criminal procedure, general and special penal law, Arabic language, a foreign language, translation and Arabization, the law regulating the practice of the legal profession, and commercial law. The announcement also states that anyone who previously sat an admission test at the Beirut Bar may not take part in the course.
3According to the Tripoli Bar's own reporting, what did the written admission examinations held at the Palace of Justice in Tripoli on 12 and 13 September 2026 cover?
A.A single paper in constitutional law
B.Papers in banking law, tax law and arbitration
C.Civil procedure, criminal procedure and the Penal Code on the first day, and the general theory of contract and contractual liability on the second
D.An oral interview only, with no written paper
Explanation: The Tripoli Bar reported that the admission examinations opened on Saturday 12 September 2026 with a paper in civil procedure at ten in the morning, followed by criminal procedure at half past twelve and the Penal Code at a quarter past three, continuing until half past five. The second day, Sunday 13 September 2026, carried a paper in the general theory of contract and contractual liability. Only candidates who had passed the preparatory-course examinations were admitted to these papers.
4The Internal Regulations of the Beirut Bar contain a rule connecting the two Lebanese admission tests. What does it provide?
A.A candidate who passes in Tripoli is automatically admitted in Beirut
B.A candidate who fails the Tripoli admission test is treated as having sat and failed a test at the Beirut Bar
C.A candidate may sit both tests in the same session and keep the better result
D.The two bars hold a single joint examination
Explanation: Article 19 of the Beirut Bar's Internal Regulations, as amended, sets a ceiling of four failed admission tests after which a candidate is permanently barred from applying again, and states that a candidate who fails the admission test at the Tripoli Bar is regarded as having sat a test at the Beirut Bar and failed it. The Tripoli Bar's own announcement mirrors this by excluding from its preparatory course anyone who previously sat an admission test in Beirut.
5Article 31 of Law No. 8/70 deals with a lawyer who falls behind on his subscriptions. What is the consequence?
A.An immediate referral to the Disciplinary Council for disbarment
B.A doubling of the outstanding subscription with no other effect
C.Suspension of his right to plead for one year
D.If he is three consecutive years in arrears without an excuse the Council accepts, his name is struck from the General Roll after a warning, and he may rejoin only by paying the registration fee afresh
Explanation: Article 31 provides that where a lawyer delays payment of his subscriptions for three consecutive years without a legitimate excuse accepted by the Bar Council, his name is struck from the General Roll after a warning, and he is not entitled to rejoin the bar unless he pays the registration fee again. The striking-off here is administrative and is distinct from the disciplinary striking-off in Article 99.
6Article 63 of Law No. 8/70, as amended by Law No. 42/1991, limits the annual retainers a lawyer may hold from companies bound by Article 62. What is the limit?
A.Five commercial companies
B.One company only
C.Ten companies
D.There is no limit
Explanation: Article 63 provides that a lawyer may not accept a retainer on annual fees from more than five commercial companies among those obliged to appoint a lawyer under Article 62. Article 62 itself obliges every joint stock company and every capital company, including a limited liability company with paid-up capital of one million Lebanese pounds or more, to retain a permanent lawyer, and requires a branch in North Lebanon to have its own lawyer registered with the Tripoli Bar.
7Which conduct is prohibited by Articles 85 and 86 of Law No. 8/70?
A.Appearing before courts outside the lawyer's own bar area
B.Publishing a scholarly article on a point of law
C.Seeking clients through publicity, intermediaries or brokers, sharing fees with a non-lawyer, and advertising the office beyond a single nameplate at its entrance
D.Accepting a case referred by a colleague
Explanation: Article 85 forbids the lawyer from seeking to acquire clients by means of publicity, by using intermediaries or brokers, or by any other means, and forbids him from allocating a share of his fees to a person who is not a lawyer. Article 86 forbids advertising the office and allows only one sign bearing the lawyer's name at its entrance. Article 113 separately punishes anyone who, for a commission, seeks to acquire clients for a lawyer.

A.He may never withdraw once he has accepted
B.He may withdraw only with the written consent of the opposing party
C.He may withdraw at will without informing anyone
D.He must notify the withdrawal to his client and to the court, and take the precautions necessary to prevent harm to the client; where notification to the client proves impossible, the court seised decides definitively on the validity of the withdrawal
Explanation: Article 88 permits the lawyer to withdraw from a mandate after accepting it, on condition that he notifies the withdrawal to his client and to the court and takes the precautions necessary to prevent harm to the client from the withdrawal. Where, for any reason, notification to the client proves impossible, the matter is raised before the court hearing the dispute, which decides definitively on the validity of the withdrawal once impossibility is established, and relieves the lawyer of representing his client.
9Articles 90 and 91 of Law No. 8/70 protect the client against conflicting representation. What do they forbid?
A.Accepting a mandate from the client's opponent, or giving him help even by way of opinion, in a case the lawyer previously accepted or a related case, even after his mandate has ended; and, for a lawyer on annual or monthly fees, accepting any case or giving any advice for his client's opponent
B.Acting for more than one client in the same field of business
C.Advising a client whose interests may conflict with those of a future client
D.Representing two claimants who sue the same defendant
Explanation: Article 90 forbids the lawyer from accepting a mandate from his client's opponent or giving him any assistance, even by way of an opinion, in a case in which he previously accepted a mandate or in a related case, and states that the prohibition survives the end of his mandate. Article 91 adds that a lawyer who receives annual or monthly fees for cases or consultations may not accept any case or give any advice for his client's opponent.

The article requires the Council's members, the lawyer appearing before it and his counsel to wear the lawyers' robe.

About the Tripoli Bar Admission Exam Exam

The Tripoli Bar Association administers its own admission process for lawyers who take offices in the North Lebanon Governorate, which Article 4 of Law No. 8/70 assigns to it rather than to Beirut. Candidates complete a compulsory six-month preparatory course run through the Bar's Institute of Advocacy, pass its examinations, and then sit written admission papers at the Palace of Justice in Tripoli. This free practice bank is an independent English-language multiple-choice study adaptation of the Lebanese statutory material those papers draw on; it is not an official translation and does not reproduce the official format.

Tripoli Bar Admission Exam: Suggested Study Strategy

1Build your revision around the four papers the Bar actually sat in September 2026: civil procedure, criminal procedure, the Penal Code, and the general theory of contract and contractual liability. They are the clearest signal of what the examiners weight.
2In civil procedure, learn the time limits as a set: eight days to appeal an urgent-matters decision or an execution decision, thirty days to appeal an ordinary first-degree judgment, and two months to bring a cassation petition.
3In criminal procedure, keep the detention ladder straight: forty-eight hours in police custody by decision of the Public Prosecution and extendable once, up to four days by reasoned decision of the Appellate Public Prosecutor in a flagrant felony, then two months in misdemeanours and six months in felonies before the investigating judge, each extendable once.
4In contract theory, separate the three consent defects by their effect: error under Articles 203 and 204, fraud under Article 208 where determinant fraud annuls and incidental fraud gives damages only, and duress under Article 210 which renders the contract void.
5Do not neglect the language subjects. Arabic, a foreign language, and translation and Arabization all appear in the Bar's own course list, so a bilingual glossary of procedural and contractual terms is part of the preparation, not an extra.

Frequently Asked Questions

Is the Tripoli Bar admission exam delivered in English as multiple-choice questions?

No. The official examination is sat in Arabic as written papers at the Palace of Justice in Tripoli, under the supervision of the Bâtonnier, Bar Council members, judges and the administrative board of the Bar's Institute of Advocacy. This question bank is an independent English-language multiple-choice study adaptation designed to reinforce statutory knowledge and procedural rules; it is not an official translation and does not simulate the official format.

Do I have to take the Bar's preparatory course before sitting the admission papers?

Yes. The Tripoli Bar Council decided on 18 December 2025 to run a compulsory in-person preparatory course for candidates wishing to take the capacity test for admission applicants. The Bar reported in September 2026 that the admission examinations were opened to candidates who had passed the preparatory-course examinations. The course runs six months, three days a week, from two until five in the afternoon.

What subjects does the Tripoli preparatory course cover, and what does it cost?

The announced subjects are civil procedure, obligations and contracts, criminal procedure, general and special penal law, Arabic, a foreign language, translation and Arabization, the law regulating the legal profession, and commercial law. The announced cost for the 2026 cycle was USD 520, made up of a USD 500 course fee and a USD 20 file study fee, with applications received from 2 January to 2 February 2026. Required documents included a certified copy of the law degree and the Master 1, a recent individual civil registry extract and a recent judicial record.

Can I sit both the Beirut and the Tripoli admission exams?

No. The Tripoli Bar's announcement states that anyone who previously sat an admission examination at the Beirut Bar may not take part in its preparatory course. Article 19 of the Beirut Bar Internal Regulations mirrors this by treating a candidate who failed the Tripoli admission test as having sat and failed a test at the Beirut Bar, which counts towards the four-attempt ceiling.

Which territory does the Tripoli Bar Association cover?

Article 4 of Law No. 8/70 registers in the Tripoli Bar the names of lawyers who have taken offices in the North Lebanon Governorate, and registers in the Beirut Bar those with offices in the other governorates. Article 84 requires the lawyer to keep his office within the area of the bar he belongs to and forbids him from holding more than one office, and Article 62 requires a company branch in North Lebanon to retain its own lawyer registered on the Tripoli roll.

What happens after passing the Tripoli admission exam?

Article 11 of Law No. 8/70, as amended by Law No. 42/1991, subjects the newly registered lawyer to a traineeship of three years in the office of a lawyer at the Court of Appeal, from which former judges with equivalent service, law teachers with at least three years' teaching, and appellate lawyers seeking re-registration are exempt. Article 26 requires attendance at traineeship lectures, and Article 27 lists the documents required to move to the roll of practising lawyers at the end of the traineeship.
