Teacher Attestation (Педагогтерді аттестаттау) is the mandatory periodic qualification evaluation of pedagogical staff in Kazakhstan, conducted at least once every five years under the Rules approved by Order No. 83 of 2016 (restated 25 February 2025, amended 3 July 2026 by Order No. 190-НҚ) and Article 15 of the Law 'On the Status of the Teacher'. First heads of education organisations attest once every three years. It assesses professional competency against the Professional Standards and the Model Qualification Characteristics, and assigns the categories педагог, педагог-модератор, педагог-эксперт, педагог-исследователь and педагог-мастер, which determine career progression and the qualification-category salary supplement.

The ОЗП (Оценка знаний педагогов / ПББ — Педагогтердің білімін бағалау) is a centralised, computer-delivered single-best-answer test administered by the National Testing Center (Ұлттық тестілеу орталығы / НЦТ). Paragraph 38 of the attestation Rules sets one block of 50 items for every teaching post, 50 items for methodists and 60 items on education legislation for first heads and deputy heads. Serving teachers may volunteer for the 2026 pilot project, which attests them without the ОЗП, but the ОЗП still applies to candidates without teaching service (college and university graduates), people resuming teaching after a break, and applicants for leadership and methodist posts.

Paragraph 39 of the Rules expresses the thresholds as a share of correct answers: 50% for педагог-стажер/педагог, 60% for педагог-модератор, 70% for педагог-эксперт, 80% for педагог-исследователь (педагог-зерттеуші) and 90% for педагог-мастер (педагог-шебер). On a 50-item block those correspond to 25, 30, 35, 40 and 45 points. First heads and deputy heads of education organisations and methodical cabinets need 70% on the 60-item legislation paper, that is 42 points. The same 50–90% scale applies to methodists.

Order of the Acting Minister of Enlightenment No. 159-НҚ of 5 June 2026 introduced a voluntary pilot project operating from 1 September 2026 through 31 December 2026. Eligible serving teachers who either missed the ОЗП threshold on a first attempt before 1 September 2026, registered but did not sit, or did not register may undergo attestation through qualification evaluation of their professional digital profile on the national «Ұстаз» platform and comprehensive analytical generalisation of pedagogical results, without sitting the ОЗП.

Paragraph 41 of the Rules makes the first ОЗП attempt in a calendar year free for serving teachers at their regular attestation, for those claiming early attestation, for candidates without teaching service and for people resuming teaching. One further attempt in the same year is charged at a rate set by the authorised body in education; the National Testing Center announced 5,640 KZT for 2026. Optional trial testing is charged separately. Check the current figure with the National Testing Center before paying, since the amount is set administratively and changes.

Paragraph 57 of the Rules lists three grounds on which teachers of all posts skip the ОЗП and complete only the comprehensive generalisation of results: confirming a previously awarded category with 30 or more years of pedagogical service; being awarded 'педагог-модератор' while holding the old 'first' or 'highest' category; and confirming 'педагог-исследователь' or 'педагог-мастер' no more than twice in a row. Paragraphs 55 and 56 separately release foreign-language teachers holding a qualifying certificate, for example IELTS 6.5 or DELF B2 for педагог-модератор. Serving teachers taking part in the 2026 pilot under Order No. 159-НҚ also attest without the ОЗП.
