The Grade 11 Final Attestation (11-сынып мемлекеттік бітіру емтихандары / Государственные выпускные экзамены 11 класс) is Kazakhstan's mandatory secondary school-leaving examination for graduating seniors, governed by the Model Rules approved by Order No. 125 of 18 March 2008 of the Minister of Education and Science, restated in full by Order No. 96 of 13 April 2023 of the Minister of Enlightenment. Successful completion confers the Certificate of General Secondary Education (Жалпы орта білім туралы аттестат / Аттестат об общем среднем образовании), including the prestigious Altyn Belgi distinction for top academic achievers. The attestation comprises five papers: an oral History of Kazakhstan examination based on 30 standard tickets, a 5-hour written examination in algebra and beginnings of analysis, a 3-hour essay in the language of instruction, a written examination in the second state language, and one written elective subject. Grade 11 examination tasks and mark schemes are developed centrally by the autonomous education organisation Nazarbayev Intellectual Schools, independently quality-checked and distributed by the National Testing Centre, and administered and marked by school commissions. The content and expected outcomes of each paper are governed by a published specification for every subject and language of instruction. Note that graduation attestation is distinct from the Unified National Testing (UNT / ҰБТ), which is sat separately for university entrance and state grant competitions.

Frequently Asked Questions
What is the difference between the Grade 11 Final Attestation and the UNT (ЕНТ)?
The Grade 11 Final Attestation is the school-leaving examination administered by the school examination commission under the Model Rules approved by Order No. 125 (as amended) to award the Certificate of General Secondary Education. The Unified National Testing (UNT / ҰБТ) is administered by the National Testing Center under the Ministry of Science and Higher Education and is used exclusively for university admissions and state educational grant allocation.
Which subjects are tested on the Grade 11 Final Attestation?
Candidates sit five examinations: oral History of Kazakhstan; written algebra and beginnings of analysis; written language of instruction essay; written Kazakh or Russian language and literature (second state language); and one elective subject chosen from physics, chemistry, biology, geography, geometry, world history, fundamentals of law, literature, foreign language, or computer science.
How are final graduation grades determined?
Examination papers are marked in points and converted into grades on a 1-5 mark scale according to published ministerial conversion tables. The final subject grade entered on the certificate combines the examination mark and the annual school mark in a 30/70 ratio (30% exam mark and 70% year mark).
What happens if a student fails one or more graduation exams?
Students who receive an unsatisfactory mark (grade of 2) in one or two subjects are permitted to sit a repeat attestation in those subjects at their own school; the Model Rules leave the re-sit dates to the school, and the repeat papers are prepared by the regional education department. Students failing three or more subjects receive a certificate of completion (справка) rather than the secondary graduation diploma.
