1Under Chapter 1 of the Road Traffic Rules of the Republic of Kazakhstan (ПДД РК), which of the following individuals is legally classified as a 'pedestrian' (пешеход)?
A.A person riding a bicycle or electric moped on the roadway
B.A person moving on a road outside a vehicle and not performing road maintenance or construction work
C.A worker actively painting lane markings on the roadway inside an enclosed construction zone
D.A traffic police officer directing vehicular movement at an intersection
Explanation: Paragraph 2(19) of the PDD RK defines a пешеход as a person who is on the road outside a vehicle and is not carrying out work on it. The definition also covers people moving in wheelchairs and people wheeling a bicycle, electric scooter, small electric vehicle, moped or motorcycle, or pulling a sledge, cart or pram. Someone performing roadwork, or directing traffic, is outside the definition.
2What is the legal requirement in the Republic of Kazakhstan regarding the use of daytime running lights or headlights during daylight hours on moving motor vehicles?
A.Daytime running lights (ДХО) or dipped headlights must be switched on at all times on all roads, both inside and outside built-up areas
B.Headlights or daytime running lights are only required outside populated areas on national highways
C.Dipped headlights are required during daylight hours only when visibility drops below 500 metres
D.Headlights during the daytime are mandatory exclusively for heavy trucks and passenger buses
Explanation: Paragraph 134 of the PDD RK (Chapter 19, external lighting) requires dipped headlights or daytime running lights to be switched on during daylight hours on all moving vehicles, so that they are conspicuous. There is no exception for built-up areas or for particular vehicle classes.
3A citizen of Kazakhstan driving a privately owned car within the country is stopped for a routine check by traffic police. How may the driver legally present their driver's license and vehicle registration document (СРТС)?
A.The driver is legally obligated to carry and present original physical laminated cards; digital versions are not accepted
B.The driver must present a notarized paper copy of both documents alongside a national identity card
C.The driver may present digital versions via the eGov Mobile application or simply present an identity document, as police verify validity electronically
D.Digital documents are valid only on weekdays during standard government business hours
Explanation: Paragraph 9(1) of the PDD RK lists the documents a driver must carry and hand over on demand, but expressly carves out the driving licence and vehicle registration certificate issued in the Republic of Kazakhstan, provided the driver has an identity document. Kazakh-issued licences and СРТС therefore need not be carried in plastic; the digital versions in eGov Mobile, or an electronic check against the state databases, are enough. Documents issued abroad still have to be carried.
4Under paragraph 12(8) of the PDD RK, what rule governs the use of a telephone while driving?
A.A phone may be held for voice calls as long as the vehicle is below 40 km/h
B.Text messages may be sent while stopped at a red light
C.Any use of a phone is banned, integrated hands-free systems included
D.Using a telephone or radio while driving is prohibited except through headphones or a speakerphone
Explanation: Paragraph 12(8) of the PDD RK prohibits the driver from using a telephone or a radio set while driving, except by means of headphones (наушники) or a speakerphone (громкая связь). The test is whether the conversation can be held without occupying the driver's hands — the speed of the vehicle is irrelevant.
5Under Article 608 of the Code of the Republic of Kazakhstan on Administrative Offences (КоАП РК), what is the statutory administrative penalty for a first-time offense of driving a vehicle while intoxicated by alcohol, narcotics, or psychotropic substances?
A.A fine of 50 Monthly Calculation Indices (MCI) without deprivation of driving privileges
B.Administrative arrest for 15 days and deprivation of the right to drive vehicles for a period of 7 years
C.Deprivation of driving rights for 1 year and a mandatory driver retraining course
D.Community service for 100 hours and vehicle confiscation
Explanation: Under Article 608, part 1 of the Code of Administrative Offences of the Republic of Kazakhstan, operating a vehicle in a state of alcohol, narcotic, or substance intoxication carries an administrative arrest of 15 days AND deprivation of the right to drive vehicles for a fixed term of 7 years.
6According to paragraph 9(5) of the PDD RK, what are the driver's legal responsibilities regarding seat belts in a vehicle fitted with them?
A.The driver must be buckled up and ensure that all passengers whose seats are equipped with seat belts are buckled up before moving
B.Only front-seat occupants are legally required to buckle up within urban areas
C.Passengers over 18 years old bear sole legal responsibility for wearing seat belts; the driver has no obligation toward them
D.Seat belts are optional for drivers who possess more than 10 years of validated driving experience
Explanation: Paragraph 9(5) of the PDD RK requires the driver of a vehicle equipped with seat belts to be belted and not to carry passengers who are not belted. Paragraph 21(1) places the matching duty on the passengers themselves. The obligation applies to every seat that has a belt, front and rear alike, inside and outside built-up areas.
7Under paragraph 157 of the PDD RK, what rules govern carrying children under 12 years of age in a passenger car?
A.A child under 12 may use an ordinary adult belt in the front seat if an adult is alongside
B.A child under 12 may travel unrestrained in the rear seat provided the vehicle does not exceed 60 km/h
C.A child under 12 may not be carried without a child restraint device, or other means allowing the child to be secured by the vehicle's own seat belts; in the front seat, only a child restraint device will do
D.A child under 12 may be held on the lap of an adult passenger in the front seat
Explanation: Paragraph 157(2) of the PDD RK prohibits carrying children under 12 without a special child restraint device or other means that allow the child to be fastened with the seat belts the vehicle is built with — and in the front seat, only a special child restraint device is accepted. Kazakhstan states the rule by age alone; there is no height criterion in the text. Separately, paragraph 156(5) prohibits carrying anyone under 16 on the rear seat of a motorcycle or moped.
8How is 'insufficient visibility' (недостаточная видимость) defined in Chapter 1 of the Road Traffic Rules of Kazakhstan?
A.Road visibility restricted exclusively by sharp terrain contours, roadside vegetation, or tall structures
B.Visibility of less than 100 metres caused by oncoming headlight glare
C.Visibility of less than 50 metres during extreme winter blizzard conditions
D.Road visibility of less than 300 metres caused by fog, rain, snowfall, or twilight (dusk/dawn)
Explanation: Paragraph 2(21) of the PDD RK defines недостаточная видимость as visibility of the road of less than 300 metres in conditions of fog, rain, dust, snowfall and the like, and also in twilight. It is a weather-and-light concept, and it triggers obligations such as dipped headlights, rear fog lamps and the hazard-light rules in paragraph 44.
9How does 'Limited Visibility' (ограниченная видимость) differ from 'Insufficient Visibility' under Kazakhstan traffic law?
A.Limited visibility refers exclusively to artificial light shortages inside tunnels
B.Limited visibility is caused by road geometry, terrain features, vegetation, or standing structures, whereas insufficient visibility is caused by weather and twilight
C.Limited visibility describes vehicle window tinting exceeding legal optical standards
D.There is no legal distinction; the terms are completely interchangeable in the PDD RK
Explanation: Paragraph 2(64) of the PDD RK defines ограниченная видимость as the driver seeing less than 100 metres of road in the direction of travel because of terrain, the geometry of the road, vegetation, buildings, structures or other objects, vehicles included. Paragraph 2(21) defines недостаточная видимость separately, as less than 300 metres because of fog, rain, dust, snowfall or twilight. One is about what blocks the view, the other about the weather and the light.
10In a road traffic accident (ДТП), what are the driver's immediate mandatory duties under paragraph 9(8) of the PDD RK?
A.Immediately stop the vehicle, turn on hazard warning lights, set up the emergency warning triangle, and not move objects related to the accident
B.Quickly move the vehicle onto the nearest sidewalk to clear traffic flow, then call insurance agents
C.Drive to the nearest Specialized Public Service Center (СпецЦОН) within 2 hours to file an accident declaration
D.Proceed on your journey if no bodily injuries occurred and arrange damage settlement by telephone later
Explanation: Paragraph 9(8) of the PDD RK requires a driver involved in an accident to stop immediately and not move the vehicle, switch on the hazard warning lights, put out the emergency warning triangle (or flashing red lamp) in accordance with paragraph 45, and leave untouched any objects connected with the incident. The driver must then give first aid, call an ambulance, report the accident to the nearest internal affairs body, record the names and addresses of witnesses and wait for the police.

About the Kazakhstan Driving Theory Test Exam

The Kazakhstan Driving License Theory Examination (Жүргізуші куәлігін алу үшін теориялық емтихан / Теоретический экзамен на получение водительского удостоверения) is the mandatory theoretical test required to obtain a driver's licence in the Republic of Kazakhstan. It is administered electronically by the State Corporation 'Government for Citizens' through its Specialized Public Service Centres (СпецЦОН/АвтоЦОН), under rules set by the Ministry of Internal Affairs (Order No. 862 for the examination procedure and Order No. 534 for the Road Traffic Rules themselves). The exam covers Kazakhstan's Road Traffic Rules (ПДД РК), road signs and markings, priority rules, vehicle technical safety requirements and first aid at the scene of a crash. It comprises 40 questions in 40 minutes, and passing requires at least 32 correct answers. Candidates may sit it in Kazakh, Russian or English. This practice bank is an independent English-language, four-option multiple-choice study adaptation for learners preparing in English; it is not an official translation, an official question base, or an official testing platform.

Kazakhstan Driving Theory Test: Suggested Study Strategy

1Master the 80% threshold: eight mistakes across 40 questions is the whole margin, so intersection priority and additional-section arrows have to be exact.
2Learn the Kazakhstan-specific distances: stopping is prohibited within 30 metres of the edge of an intersecting carriageway and within 15 metres of a route-transport stopping bay, parking within 50 metres of a level crossing, and overtaking within 100 metres before one.
3Understand the authority hierarchy: under paragraph 38 the signals and instructions of a traffic controller (регулировщик) override the traffic lights, the road signs and the markings.
4Do not revise from Russian materials without checking: Kazakhstan numbers its additional-information plates 7.x rather than 8.x, defines обгон as leaving your lane rather than entering the oncoming one, allows only single vehicles under 30 km/h to be overtaken past sign 3.20, and has no rule giving priority to traffic already on a roundabout.
5Memorise the lighting and speed ceilings: paragraph 134 requires dipped headlights or daytime running lights on every moving vehicle in daylight, and the limits are 60 km/h in built-up areas, 50 km/h there for buses and goods vehicles, 20 km/h in residential zones, up to 140 km/h on motorways and 50 km/h when towing.
6Know the warning-triangle distances in paragraph 45: at least 15 metres behind the vehicle inside built-up areas and at least 30 metres outside them.

Frequently Asked Questions

What is the format and passing score of the Kazakhstan driving theory exam?

Under paragraphs 16, 17 and 23 of Appendix 3 to Order of the Minister of Internal Affairs No. 862, the test contains 40 questions, the candidate has 40 minutes, and a 'PASSED' grade requires at least 32 correct answers — a maximum of 8 errors. A question left unanswered counts as a wrong answer. Passing the theory is what makes a candidate eligible for the practical driving examination on the automated autodrome.

In what languages can the Kazakhstan driving theory test be taken?

Paragraph 16 of Appendix 3 to Order No. 862 provides that, at the examinee's choice, the theoretical exam may be taken in Kazakh, Russian or English. Paragraph 6 separately allows foreign citizens, stateless persons and others who speak neither the state language nor Russian to sit the theory exam in the presence of qualified interpreters, whose details are entered in the examination commission's record. This practice bank is an independent English-language study adaptation and is not the official English question base.

How long is a passed theoretical examination valid in Kazakhstan?

Paragraph 23 of Appendix 3 to Order No. 862, as amended by Order No. 342 of 12 May 2026 with effect from 25 May 2026, provides that a positive theoretical examination result is valid for two years from the date it is obtained. Separately, paragraph 11-2 provides that after three failed practical attempts the theory result is annulled and the candidate may retake the theory no earlier than two months later.

What are the standard speed limits in Kazakhstan?

Under paragraphs 73 to 75 of the Road Traffic Rules of Kazakhstan (ПДД РК), unless signs indicate otherwise: in built-up areas 60 km/h, reduced to 50 km/h for buses and goods vehicles and to 20 km/h in residential zones and courtyard areas. Outside built-up areas, passenger cars and motorcycles may do up to 140 km/h on motorways, 110 km/h on roads with a dividing strip and 100 km/h on all other roads. A vehicle towing another motor vehicle is limited to 50 km/h everywhere.

What is the penalty for drink-driving in Kazakhstan?

Kazakhstan applies a zero-tolerance rule to alcohol, narcotic and toxic intoxication. Article 608(1) of the Code of the Republic of Kazakhstan on Administrative Offences (КоАП РК) punishes driving while intoxicated, and handing the vehicle to an intoxicated person, with 15 days' administrative arrest and deprivation of the right to drive for seven years; a repeat within a year raises this to 20 days and eight years. Refusing a lawful requirement to undergo testing falls under Article 613(4) and carries 15 days' arrest and an eight-year deprivation.

What is the state fee for obtaining a driver's licence in Kazakhstan in 2026?

The state duty for issuing a driving licence is 1.25 Monthly Calculation Indices (MCI / МРП). The MCI for 2026 is 4,325 KZT, so the duty is 5,406 KZT, payable through eGov Mobile, bank applications or payment terminals at the Specialized Public Service Centre.
