It is delivered online through the 'eQyzmet' platform (eqyzmet.gov.kz) under the Rules, programmes and organisation of testing approved by Order No. 196 of 8 December 2025 of the Chairperson of the Agency for Civil Service Affairs, which introduced a single testing programme from 1 April 2026 in place of the earlier category-based programmes. Civil Service Knowledge Test (Kazakhstan): Suggested Study Strategy

1Work from the 2026 Constitution, not the 1995 text. The renumbering is complete: equality before the law is now Article 16, the right to life Article 17, personal freedom Article 18, restriction of rights Article 41, and the President Articles 42 to 51. Practice questions written before 1 July 2026 will cite the wrong articles.

2Know what the new Constitution changed in substance: a unicameral Kurultai of 145 deputies elected proportionally in a single nationwide district for five years, the office of Vice-President, Qazaqstan Halyq Kenesi as the highest consultative body with the right of legislative initiative, a Constitutional Court of a Chairperson plus ten judges for one eight-year term, and the abolition of the fixed 72-hour detention rule in favour of the time limits set by law.

3Do the same for the Law 'On Civil Service': Law No. 290-VIII of 19 May 2026 replaced Law No. 416-V. The probation period is gone, elected civil servants are now a separate category, the competition for Corps 'B' runs through the state digital personnel system, and Article 66 introduces measures of legal influence that are not disciplinary penalties.

4Pay attention to the transitional regime in Article 90 of Law No. 290-VIII: the job-level (должностной уровень) mechanism in Articles 35, 42, 43, 61 and 64 is suspended until 1 January 2029, with a pilot from 1 January 2027, so the operative lists of attestation decisions and disciplinary penalties are the shorter ones set out in Article 90(2).

5Memorise the disciplinary timeframes as pairs: one month from discovery and six months from commission for ordinary offences, three months and one year for offences discrediting the civil service, and validity of 2, 3, 4 and 6 months for a remark, a reprimand, a strict reprimand and a warning of incomplete official compliance.

6For the anti-corruption block, fix the deadlines and figures: gifts received unlawfully go to the state property body within 7 calendar days, money goes to the republican budget within 2 weeks, income-generating property goes into trust management within 30 calendar days, shareholdings are capped at 5 per cent of voting shares, and the administrative-criminal boundary for a first gift without prior agreement is 2 MCI, with fines of 200 MCI for giving and 600 MCI for receiving.

7Meet the section threshold in every act. The official test requires at least 5 correct answers in each of the four acts, so a strong score on the Constitution will not rescue a weak score on the Ethical Code, which contributes only 10 of the 55 questions.
