About the Kazakhstan Citizenship Test Exam

The Kazakhstan Citizenship Test is the statutory examination that foreign citizens and stateless persons must pass when applying for admission to or restoration of citizenship of the Republic of Kazakhstan. It is governed by Order No. 9 of the Minister of Science and Higher Education of 12 January 2026 (registered with the Ministry of Justice on 14 January 2026 under No. 37844) and administered nationwide by the National Testing Center (Ұлттық тестілеу орталығы — NTC). The computer-based test has 100 single-answer questions with four options each: 30 on the Kazakh language at elementary level (15 listening and 15 reading, taken only in Kazakh), 40 on the fundamentals of the Constitution of the Republic of Kazakhstan, and 30 on the history of Kazakhstan; the Constitution and History blocks may be taken in Kazakh or Russian. Candidates have 2 hours 10 minutes (130 minutes), with an additional 30 minutes for candidates with disabilities. To receive the electronic certificate, which is valid for two years, a candidate must score at least 50 points out of 100 and also clear each section minimum: 15 in Kazakh Language, 20 in the Constitution and 15 in History. Testing is held twice a year, in February and August. Kazakhstan Citizenship Test: Suggested Study Strategy

1Study the Constitution adopted at the referendum of 15 March 2026 and in force since 1 July 2026. It replaced the 1995 Constitution, and much older study material still describes the repealed text and its article numbers.

2Learn Section I, Fundamentals of the constitutional system: the unitary state and presidential republic (Article 2), the people as the only source of power (Article 4), the state language (Article 9) and the state symbols (Article 11).

3Know the institutions in force: the President’s single seven-year term, the Vice-President, the unicameral Kurultai of 145 deputies elected by proportional representation for five years, the Government, Qazaqstan Halyq Kenesi, the Constitutional Court, maslikhats and akims.

4Fix the landmark dates in Kazakhstan’s history: 1465 (founding of the Kazakh Khanate), 1729 (Battle of Anyrakay), December 1986 (Zheltoksan), 25 October 1990 (Republic Day), 16 December 1991 (Independence Day) and 15 March 2026 (Constitution Day, moved from 30 August).

5Build elementary Kazakh for everyday situations: greetings, numbers, days of the week, telling the time, prices, directions and service requests at clinics, banks and public service centres. The Kazakh block is delivered only in Kazakh.

6Practise under timed conditions: 100 single-answer items in 130 minutes, and remember that clearing 50 points overall is not enough on its own — each section minimum of 15/30, 20/40 and 15/30 must also be met.

Who is exempt from the citizenship test requirement?

The Rules approved by Order No. 9 do not apply to minors or legally incapacitated persons; to persons with special merits before the Republic of Kazakhstan or holding professions that meet the requirements of a list established by the President; to ethnic Kazakhs (қандастар); or to persons entitled to acquire citizenship of Kazakhstan under a simplified procedure on the basis of international treaties ratified by the Republic.

Which version of the Constitution does the test cover?

The Constitution block covers the fundamentals of the Constitution currently in force. Kazakhstan adopted a new Constitution at the republican referendum of 15 March 2026, and it entered into force on 1 July 2026, ending the effect of the Constitution of 30 August 1995. The changes are extensive: the bicameral Parliament of Senate and Mazhilis was replaced by a unicameral Kurultai of 145 deputies, the office of Vice-President was created, the Assembly of People of Kazakhstan was replaced by Qazaqstan Halyq Kenesi, Constitution Day moved from 30 August to 15 March, and most article numbers shifted.
