About the Chief Project Architect (ГАП) Exam

In Kazakhstan an individual architect does not receive a personal licence. Design licences are issued to legal entities and individual entrepreneurs, and the licensee must employ attested engineering and technical workers — so an architect who is to act as Chief Project Architect (Главный архитектор проекта, ГАП) obtains a personal qualification certificate through ITR attestation. Attestation is governed by the Rules approved by Order No. 734 of the Minister of National Economy of 26 November 2015: applicants need higher education in architecture and at least five years of design experience, and must pass an automated 100-question test in 120 minutes with 70 correct answers. Since 1 July 2026 the substantive subject matter is set by the Construction Code of the Republic of Kazakhstan (Code No. 253-VIII of 9 January 2026), while Order No. 734 continues to govern the attestation procedure until 1 July 2028. 1Work from the Construction Code of the RK (Code No. 253-VIII) rather than the repealed 2001 Law: pay particular attention to Article 1 definitions, Article 41 on mandatory versus voluntary-application normative documents, Articles 53 and 54 on author's accompaniment and technical supervision, and Articles 103 to 106 on expert review.
2Learn the transitional map: the Code applies from 1 July 2026, Order No. 734 still governs attestation until 1 July 2028, and Articles 57 and 58 on specialist certification start on 1 July 2028.
3Check every SN RK and SP RK reference against the register of state normative documents. Numbers that look similar cover very different subjects — SP RK 2.04-103-2013 is lightning protection, SP RK 2.04-104-2012 is lighting and SP RK 2.04-105-2012 is sound insulation — and SP RK 2.02-101-2014 was replaced by SP RK 2.02-101-2022 from 1 March 2023.
4Memorise the fire-safety figures in SP RK 2.02-101-2022 that recur in practice: the 1.25 occupant-load factor, the 0.9 m and 1.2 m evacuation exit widths, REI 150 and REI 45 for type 1 and type 2 fire walls, and the exit-separation formulas in clause 5.2.9.
