1Which statute is the primary current legal framework for private-security activity and personal authorizations in Croatia?
A.Pravilnik o uvjetima i načinu provedbe tjelesne zaštite
B.Zakon o policijskim poslovima i ovlastima
C.Zakon o privatnoj zaštiti (NN 16/20 and 114/22)
D.Zakon o nabavi i posjedovanju oružja građana
Explanation: Zakon o privatnoj zaštiti establishes Croatia's private-security system, roles, authorizations, powers, and supervision. NN 114/22 amended the monetary penalties but did not replace the licensing framework created by NN 16/20.
2Who appoints the examination commission before which a trained zaštitar candidate takes the professional examination?
A.The director of the authorized training institution
B.The candidate's private-security employer
C.The territorially competent municipal court
D.The minister responsible for the interior
Explanation: The training and examination rulebook states that a candidate who completes training takes the professional examination before a commission appointed by decision of the minister of the interior. The commission for the zaštitar examination consists of a chair and five members.
3Under the current Law on Private Protection, which distinction between a čuvar and a zaštitar is correct?
A.Only a čuvar may check identity at a protected site
B.A čuvar may exercise the first five listed physical-protection powers but may not use coercive means; a zaštitar may use coercive means when the statutory conditions are met
C.A zaštitar needs only primary education, while a čuvar needs secondary education
D.Only a čuvar may secure an incident scene until police arrive
Explanation: Article 45 lists six groups of powers for physical-protection personnel and expressly bars čuvari from the sixth, use of coercive means. Coercive means include physical force, permitted sprays, restraints, a security dog, and a firearm.
4What minimum education does Article 20 of the current Law on Private Protection require for a zaštitar authorization?
A.Completed primary education
B.Completed secondary education lasting at least three years at HKO level 4.1 or secondary education of four or more years at HKO level 4.2
C.A two-year university degree in security studies
D.A graduate degree in law or criminology
Explanation: Article 20 requires either qualifying secondary education of at least three but less than four years, HKO level 4.1, or secondary education of four or more years, HKO level 4.2. A university qualification is not the statutory minimum for a zaštitar.
5Which health and weapons conditions apply specifically to an applicant for a zaštitar authorization?
A.General health fitness alone, with no weapons condition
B.Special health fitness plus fulfillment of the legal conditions for possessing and carrying a weapon
C.A sports-club fitness certificate plus a hunting association membership
D.A driving medical certificate plus completion of first-aid training
Explanation: Article 20 requires special health fitness documented by an authorized occupational-health provider and compliance with the conditions for possessing and carrying weapons. These are distinct from the general health-fitness condition applicable to a čuvar.
6A lawful objective can be achieved by either a less intrusive identity check or a more intrusive coercive measure. Which choice follows Article 57 of the Law on Private Protection?
A.Use the more intrusive measure because it creates a stronger deterrent
B.Use whichever measure the client prefers, regardless of its impact on rights
C.Use the measure that intrudes least on rights while still achieving the lawful purpose
D.Use both measures so that every available power is documented
Explanation: Article 57 requires humane conduct, respect for dignity, proportionality, and selection of the power that interferes least with rights while still achieving the purpose. A measure must not create greater harmful consequences than non-use would have created.
7How must a čuvar or zaštitar handle the official identity card while performing private-security duties under Article 86?
A.Keep it concealed in every assignment and show it only after a written request
B.Leave it at the employer's office if the officer has a copy of the work order
C.Display the work order instead of the identity card during uniformed duty
D.Display it visibly with the photograph showing; when lawfully working in civilian clothes, carry it together with the work order
Explanation: Article 86 requires the card to be visibly displayed with the photograph showing and requires a valid work order at the workplace. Personnel lawfully working in civilian clothes need not display the card, but must carry it together with the work order.
8After a zaštitar uses physical force, which reporting sequence matches Article 58 of the Law on Private Protection?
A.The officer makes only an annual entry in the employer's records
B.The officer immediately informs the police operational-communications center and reports in writing to the responsible person; the organization sends the prescribed report to the competent Ministry unit within three days
C.The officer reports to the client within 24 hours, and no Ministry report is required
D.The organization reports directly to a court within eight days without notifying police
Explanation: The individual officer must immediately inform the police operational-communications center and submit a written report to the responsible private-security person. The legal entity, internal security service, or craft then has three days to send the detailed report, legality opinion, and evidence to the competent Ministry unit.
9Which activity falls within technical protection as described by the Law on Private Protection?
A.Using intrusion, anti-robbery, anti-sabotage, and access-control systems to protect people, property, and information
B.Assigning a uniformed officer to check visitor credentials without technical devices
C.Conducting a police criminal investigation after a burglary
D.Providing general information-technology support with no protective purpose
Explanation: Article 68 describes technical protection through elements, structures, devices, and systems used against intrusion, robbery, sabotage, unauthorized access, dangerous substances, and removal of protected items or data. Human guarding without those systems is physical rather than technical protection.
10What condition normally causes a passive infrared motion detector to signal movement in a protected room?
A.A change in reflected microwave frequency from a moving object
B.A moving heat source crossing zones in the detector's infrared field
C.Separation of a magnet from a reed switch on a door
D.The acoustic pattern produced by breaking glass
Explanation: A passive infrared detector senses changes in infrared energy across zones formed by its optics; it does not transmit microwave energy. Movement of a person whose thermal pattern differs from the background can therefore trigger the detector.

Stručni ispit za zaštitara: Suggested Study Strategy

1Organize the law around Article 45's six groups of powers, then learn the separate conditions governing identity checks, orders, temporary movement restrictions, inspections, incident scenes, and coercive means.
2For every force scenario, apply the Article 57 sequence: humane treatment, proportionality, no greater harmful consequence, and the least intrusive power that can achieve the lawful purpose.
3Distinguish individual and organizational reporting duties after an incident-scene or coercive-means power: immediate police and internal reporting by the officer, followed by the organization's detailed Ministry report within three days.
4Practice explaining necessary defense, extreme necessity, and citizen detention aloud; the official theoretical assessment is oral rather than a written multiple-choice test.
5Use these MCQs to identify safe firearm and self-defense decisions, but rehearse every physical element only under an authorized instructor in the required practical training environment.
6Allocate practical preparation time to the official curriculum emphasis: 35 hours for physical force and self-defense and 15 hours for firearm knowledge, handling, and shooting.

Frequently Asked Questions

What is the official format of the Stručni ispit za zaštitara?

It has a practical part and a theoretical part. Practical performance covers assigned firearm-handling or shooting and physical-force self-defense elements. After passing that part, the candidate answers at least three oral questions in each of the six curriculum areas. The rulebook does not describe a written test.

What language is used for the official examination?

The examination rulebook does not publish a list of delivery-language options. The current licensing law requires active knowledge of Croatian and Latin script, and the official rules and forms reviewed here are in Croatian. This bank is an independent English-language MCQ study adaptation, not an official translation or a simulation of the oral Croatian assessment.

What is the current official examination fee?

The MUP fee decision published in NN 40/24 sets the professional examination fee for a zaštitar at €87.06. It separately sets €40.88 for a remedial examination, €61.58 for repeating the theoretical part, and €25.48 for repeating the practical part.

How is the examination graded?

Each part is graded položio or nije položio, meaning passed or not passed. A practical pass requires satisfactory knowledge of every assigned element, and a theoretical pass requires satisfactory knowledge across all six curriculum areas. No numerical pass mark is published.

What happens after a failed examination part?

A failed practical part may be repeated 30–60 days after training. Failure in at most two theoretical areas permits a remedial examination within no more than two months; failure in three or more requires the entire theoretical part again within one to four months. After three unsuccessful repeats, the candidate must repeat training.

Does this MCQ bank replace practical or oral preparation?

No. These questions independently review the published law, procedures, safety decisions, and recognition skills. They cannot assess physical execution, firearm handling, self-defense technique, or the ability to explain answers orally before the MUP commission.
