1From what age is a Category B (standard passenger car) driving licence issued in Georgia?
A.16 years of age
B.17 years of age
C.18 years of age
D.21 years of age
Explanation: Article 55 of the Law of Georgia on Road Traffic and the Service Agency's official age limits table both set category B at 17 years. A candidate who is still under 18 needs the written consent of a parent or guardian (Article 57) and must complete training at a driver-training institution; only a candidate who has reached 18 may sit the category B exam without driving-school training.
2Which documents is a driver legally required to carry on board and present upon request to an authorized police officer in Georgia?
A.National identity card and vehicle purchase sales contract only
B.Only the vehicle tax receipt and insurance policy without needing the physical driving licence
C.Birth certificate, medical exam card, and international driving permit regardless of nationality
D.A document confirming the right to drive that category of vehicle and a document confirming the vehicle's registration (technical passport)
Explanation: Article 21(17) of the Law of Georgia on Road Traffic obliges the driver to carry, and on the request of an authorised officer of the Ministry of Internal Affairs to stop and present, a document confirming the right to drive the category or subcategory being driven together with a document confirming that vehicle's registration. A certified translation must also be carried if the data in those documents is not in Georgian or Latin script.
3At what blood ethanol level does Georgian law treat a driver as being in a state of alcoholic intoxication?
A.Above 0.8 promille
B.Above 0.5 promille
C.Above 0.3 promille
D.Any measurable trace of ethanol, because no numerical threshold exists
Explanation: Article 116 of the Code of Administrative Offences of Georgia defines alcoholic intoxication as an ethanol content in the driver's blood of more than 0.3 promille. Driving with more than 0.3 and not more than 0.7 promille suspends the driving right for six months, and higher readings or repeat offences carry heavier sanctions. A breath-test reading above 0.3 promille establishes intoxication, and the driver may request a clinical-laboratory blood test within two hours of the test.
4Under what conditions is a driver legally permitted to use a mobile telephone while driving in Georgia?
A.Only when driving at speeds below 30 km/h in urban areas
B.Holding the phone is permitted when stopped at red traffic lights
C.Holding the handset is permitted for text messaging but not for voice calls
D.Only by using a headset or the hands-free speaking function, with both hands free to drive the vehicle
Explanation: Article 21(8) of the Law of Georgia on Road Traffic prohibits the driver from using a mobile communication device while driving. The prohibition does not apply where the driver uses a headset of the device, or its hands-free (remote) speaking function, and has both hands free to drive the vehicle.
5Under Article 21(9) of the Law of Georgia on Road Traffic, whose safety-belt use must the driver of a belt-equipped vehicle personally ensure?
A.Nobody's, because belt use is only advisory inside built-up areas
B.Only passengers travelling on a motorway
C.Every occupant of the vehicle without exception, including a child carried on a lap
D.A passenger seated to the driver's right or left, and a rear-seat passenger aged at least 16 who has a child under 3 on their lap
Explanation: Article 21(9) obliges the driver of a mechanical vehicle (except one whose design provides no belts) to wear a safety belt and to ensure that a belt is worn by a passenger seated to their right or left and by a rear-seat passenger aged at least 16 who has a child under 3 years of age on their lap. A separate rule in Article 46-1 requires every passenger to be belted when the vehicle is carrying a school excursion.
6What does Georgian law say about carrying a child under 12 in the front seat of a passenger car?
A.It is permitted whenever the child is secured in an approved child restraint appropriate to their weight
B.It is permitted below 50 km/h, or at any speed if the child is held on an adult's lap
C.It is prohibited outright; the front seat of a passenger car is closed to children under 12
D.It is prohibited only for children under 7, and only outside built-up areas
Explanation: Article 26(8) of the Law of Georgia on Road Traffic prohibits carrying a child under 12 years of age in the front seat of a passenger car, and that ban is unconditional - a child seat does not unlock the front seat. In the rear, a child under 3 must be carried in a child seat or holding device suited to their height and weight (Article 26(9)), or on the lap of a belted passenger aged at least 16 (Article 26(10)).
7What must a driver immediately do if involved in a road traffic collision that resulted in injuries or vehicle damage in Georgia?
A.Immediately stop without moving from the spot, switch on the emergency light signalisation, set up the emergency stop sign, give first aid, and notify the Ministry of Internal Affairs service
B.Drive immediately to the nearest police station without stopping at the scene
C.Exchange contact numbers and quickly move both vehicles onto the sidewalk to avoid obstructing traffic before police arrive
D.Continue driving if the damage appears minor and does not exceed 500 GEL
Explanation: Article 27 of the Law of Georgia on Road Traffic obliges a driver involved in a road traffic accident to stop immediately without moving from the spot, switch on the emergency light signalisation, check whether anyone has been injured or killed, inform the relevant Ministry of Internal Affairs service at once, remain at the scene, take measures to ensure traffic safety, avoid changing anything or destroying traces, record the names of witnesses, and give first aid to casualties. Article 52 adds that the emergency stop sign must be set up at an accident.
8What are the technical parameters of vehicles that can be driven with a standard Category B driving licence in Georgia?
A.Any vehicle regardless of weight as long as it has no more than 4 wheels
B.Passenger vehicles carrying up to 16 passengers and weighing up to 5,000 kg
C.Exclusively vehicles with manual transmissions weighing under 2,000 kg
D.Automobiles whose permitted maximum mass does not exceed 3,500 kg and whose seats, excluding the driver's seat, do not exceed 8
Explanation: Article 54 of the Law of Georgia on Road Traffic defines category B as an automobile (other than one belonging to category A) whose permitted maximum mass does not exceed 3,500 kg and whose number of seats, excluding the driver's seat, does not exceed 8.
9When approaching an unsignalled pedestrian crossing where pedestrians are crossing or have stepped onto the carriageway, the driver must:
A.Sound the horn to warn pedestrians to hurry across
B.Accelerate to clear the crossing before the pedestrians enter the vehicle's lane
C.Maintain speed as long as the vehicle is travelling within the urban speed limit
D.Reduce speed appropriately and, if necessary, stop and let the pedestrians pass
Explanation: Article 25(2)(b) of the Law of Georgia on Road Traffic provides that where vehicle movement at a pedestrian crossing is regulated by neither a traffic light nor a regulator, the driver approaching it must reduce speed appropriately so as not to endanger pedestrians who have entered or are entering the crossing, and must stop and let them pass if necessary.
10What must a driver do when an emergency vehicle approaches displaying flashing blue (or blue and red) lights and sounding an audible siren in Georgia?
A.Free up room on the carriageway for it, and stop if necessary, so that it can pass unimpeded
B.Increase speed to stay ahead of the emergency vehicle until the next exit
C.Maintain current speed and lane position because priority only applies at intersections
D.Ignore it unless a police officer gestures, because the siren alone confers no priority
Explanation: Article 51(2) of the Law of Georgia on Road Traffic obliges road traffic participants, on the approach of an operational or special-service vehicle with a blue flashing special light signal and sound signal switched on (or giving a signal by loudspeaker), to free up place on the carriageway for it and for any vehicle it is escorting with dipped headlights, and to stop if necessary. Article 51(3) adds that a driver approaching a stationary vehicle with its blue signal on must slow down enough to stop immediately if needed.

About the Georgia Driving Theory Test Exam

The Georgia Driving Licence Theory Examination (მართვის მოწმობის მისაღები თეორიული გამოცდა) is the national theory test administered by the Service Agency of the Ministry of Internal Affairs of Georgia (სსიპ შსს მომსახურების სააგენტო). Grounded in the Law of Georgia 'On Road Traffic' (საგზაო მოძრაობის შესახებ) and its road sign and marking annexes, the examination tests traffic law, road signs and markings, priority at junctions, speed limits, vehicle technical condition and first aid. For Category B candidates face 30 questions in 30 minutes and must answer at least 25 correctly. The Service Agency publishes the exam in 8 languages: Georgian, Abkhazian, Ossetian, English, Turkish, Azerbaijani, Armenian and Russian, so an official English sitting is available. This 100-question bank is an independent English-language MCQ study adaptation written against the Law and its annexes; it is not the official question bank, not an official translation of it, and it does not replace the Service Agency's own practice material on my.sa.gov.ge.

Assessment

A 30-minute electronic examination administered on dedicated computer terminals at Service Agency service centres across Georgia. For Category B and subcategory B1 the test consists of 30 multiple-choice questions drawn from the official published question bank, covering road traffic legislation, road signs and markings, right of way at intersections, speed limits, vehicle technical condition and first aid. Candidates must answer at least 25 correctly; the Service Agency relaxed that threshold from 27 to 25 in 2026. Other categories have their own counts and pass marks: 20 questions with 18 correct for AM; 30 with 27 for A, A1/A2, T and S; 35 with 32 for C1 and D1; and 40 with 36 for C and D. A passed theory result stays valid for 30 calendar days, within which the candidate must pass stage 1 of the practical exam (the yard test).

Georgia Driving Theory Test: Suggested Study Strategy

1Memorise the speed limit ladder: 20 km/h in living zones, 60 km/h in built-up areas, 90 km/h on rural roads, 110 km/h on motorways, and 50 km/h when towing.
2Master the regulator's signals in Article 30: one arm raised upward means 'Attention, Stop' for everyone except a driver who can no longer stop without sharp braking; arms out to the sides stop traffic facing the chest or back, while a trackless vehicle on either flank may go straight or turn right.
3Understand the priority hierarchy: the regulator overrides the traffic light, signs and markings (Article 28); a working traffic light overrides the priority signs (Article 29(12)); the priority signs override the right-hand rule; and an unregulated junction of equal roads falls back on the right-hand rule (Article 36(4)(c)).
4Learn Georgia's own sign numbers rather than a neighbouring country's: 2.1 Main Road, 2.2 End of Main Road, 2.3 Yield (Give Way), 2.4 No Entry Without Stopping (the STOP sign), 2.5 Priority of Oncoming Traffic, 2.6 Priority over Oncoming Traffic, 5.21 Residential Zone, plate 8.13 Direction of Main Road.
5Remember key stopping clearance distances: 5 metres before pedestrian crossings, 5 metres from intersecting carriageway edges, 15 metres from public transport stops, and 10 metres from the nearest rail at railway crossings without barriers.
6Note the strict 25-out-of-30 pass threshold: you are permitted only 5 mistakes across 30 questions, so take full advantage of the 30-minute time allowance and review marked items.

Frequently Asked Questions

What is the format and passing score for the Georgia Category B theory exam?

The Category B theoretical examination consists of 30 multiple-choice questions administered electronically on computer terminals at the Service Agency. Candidates have 30 minutes and must answer at least 25 correctly (83.3%); the Service Agency lowered the threshold from 27 to 25 in 2026. A passed theory result is valid for 30 calendar days, within which stage 1 of the practical exam (the yard test) must be passed.

What languages are available for the official driving theory exam in Georgia?

According to the official MIA Service Agency regulations, the theory exam can be taken in 8 languages: Georgian, Abkhazian, Ossetian, English, Turkish, Azerbaijani, Armenian, and Russian. Candidates choose their preferred language on the examination terminal prior to starting.

What are the standard statutory speed limits in Georgia?

Article 33 of the Law of Georgia on Road Traffic sets the defaults for a Category B vehicle at 20 km/h in a residential zone, 60 km/h in a built-up area, 90 km/h on other roads outside built-up areas, and 110 km/h on a motorway (ავტომაგისტრალი). Towing a light trailer lowers the figure to 80 km/h on all roads, and towing another motor vehicle lowers it to 50 km/h on all roads.

What is the legal blood alcohol limit for drivers in Georgia?

Article 116 of the Code of Administrative Offences of Georgia treats a driver as being in a state of alcoholic intoxication once the ethanol content in the blood exceeds 0.3 promille. Driving with more than 0.3 and not more than 0.7 promille suspends the driving right for six months, with heavier sanctions above that and for repeat offences. A breath-test reading above 0.3 promille establishes intoxication, and the driver may request a clinical-laboratory blood test within two hours.

What documents must a driver carry when operating a vehicle in Georgia?

Article 21(17) of the Law of Georgia on Road Traffic requires the driver to carry, and on request of an authorised Ministry of Internal Affairs officer to stop and present, a document confirming the right to drive that category or subcategory and a document confirming the vehicle's registration. A duly certified translation is also required if the data in those documents is not in Georgian or Latin script, and a document confirming authority to use the vehicle is needed in the owner's absence when crossing the state border.

What happens if a candidate fails the theoretical exam?

A candidate who does not reach 25 correct answers may retake the theoretical examination no earlier than the 7th calendar day after the failed attempt, and each repeat attempt costs 40 GEL booked through my.sa.gov.ge. The same 7-day wait applies under the Service Agency's reservation terms to a candidate who fails to appear at all, and a no-show or a cancellation less than 72 hours before the exam forfeits half the fee and blocks re-booking for 30 days.

What does Georgian law require a driver to do with the emergency stop sign?

Article 52 of the Law of Georgia on Road Traffic requires the driver to switch on the emergency light signalisation and set up an emergency stop sign — or a flashing red lantern in poor visibility — at a road traffic accident and during a forced stop in a place where stopping is prohibited and other drivers would not notice the vehicle in time. The sign must stand at least 15 metres behind the vehicle in a populated area and at least 30 metres outside one. It is an equilateral triangle with sides of at least 0.4 m and a red border at least 0.05 m wide that is light-proof or reflective.
