What three permissions and owner-driver condition define licensed ride-hailing service?
The private car needs a ride-hailing vehicle permit; its driver needs a ride-hailing vehicle driving permit; and bookings must come through a platform with a ride-hailing service licence. The vehicle is registered to an individual and only that registered owner may drive it for ride-hailing service.
Does a taxi fleet licence replace the underlying taxi licence?
No. Fleet licensing adds professional company-based management and conditions to existing licensed taxis. It neither replaces each taxi’s licence nor makes fleet membership mandatory for every taxi. Distinguish the taxi owner/vehicle licence from the fleet licensee and the individual driver’s authority.
How are general taxis, fleet taxis and ride-hailing vehicles identified?
General taxis have required TAXI markings and operating-area colours. Fleet taxis display a front-windscreen fleet certificate and front/rear fleet plates, with area colour on the plates. Ride-hailing vehicles display the TD vehicle certificate as specified; displaying it during private use is not itself prohibited.
How do passenger pickup and maximum seating differ between the two services?
Taxis can accept street hails and bookings; their maximum passenger seating capacity is six. Ride-hailing private cars have a maximum of seven and accept only bookings dispatched by licensed platforms. They cannot collect street hails; a booking does not authorize stopping in a restricted or dangerous place.
How do metered taxi, fleet pre-booking and ride-hailing fares differ?
Ordinary taxi trips generally use statutory metered rates. Fleet taxis may agree a booking fee or lump-sum fare for pre-arranged journeys; street hails still use the normal taxi fare table. Licensed ride-hailing platforms set fares and inform passengers of arrangements before departure. Not every app-booked vehicle has taxi fare rules.
What electronic payment options must taxi drivers offer from 1 April 2026?
At least one QR-code payment method and at least one non-QR-code electronic payment method, alongside cash. Two QR-only options do not meet both categories. Ride-hailing payment arrangements are provided by the licensed platform; distinguish its payment process from the specific taxi requirement.
What receipt duties apply to taxis and ride-hailing platforms?
A taxi passenger may request a receipt after paying. If the taxi printer fails, complete the prescribed pre-printed manuscript form; an app receipt does not justify refusal. For ride-hailing service, the licensed platform issues a trip receipt with required trip information upon completion.
How is the driver’s identity established for each service?
A taxi driver needs a valid taxi driving licence and displays the valid taxi driver identity plate inside the vehicle. Ride-hailing platforms verify driver identity before/during service and provide the passenger with identifying information, including photograph and surname, when confirming the booking.
How can taxi-offence disqualification affect a ride-hailing driving permit?
TDOP 15 or more points within two years can lead to taxi disqualification: three months first time, six subsequently, subject to court order. During that disqualification, a ride-hailing driving permit cannot be applied for and an existing one is temporarily suspended. The two-year reference uses offence dates, not merely point-entry dates.
Which physical safety checks include a precise tyre-tread requirement?
Before departure inspect tyres, wheel fastenings, lights, mirrors, glass, doors and leaks; check controls, fluid/energy levels, seat belts and loading. Tread must be at least 1 mm across at least three-quarters of its breadth and around the entire circumference. Do not confuse this with a universal 1.6 mm rule from another jurisdiction.
What limits apply to mobile telecommunications devices while driving?
No more than two devices in front of the driver; each screen diagonal must be no more than 19 cm and must not obstruct direct or mirror/monitor vision. Do not hold a device in the hand or between head and shoulder while moving. Legal mounting limits do not make distracting use safe.
How do child-restraint rules differ for ride-hailing private cars and taxis?
Private-car children under 8 and below 1.35 m need a child restraint; older or taller children need a restraint or belt. Ride-hailing follows this rule. Taxis have a separate exemption: follow taxi belt provisions; an adult buckles up before holding a child unable to sit steadily. The exemption does not remove safety duties.
Which taxi baggage can travel free, and do platforms use identical rules?
Light personal baggage in the passenger compartment is generally free when length+width+height does not exceed 140 cm. Boot baggage may attract a surcharge regardless of size. Disability mobility aids are free regardless of size or placement. Ride-hailing luggage arrangements/surcharges follow platform terms disclosed before the journey.
Who determines whether animals may travel, and who pays for damage?
Taxi animal/bird carriage and conditions are at the driver’s discretion; the person bringing the animal pays for damage it causes. For ride-hailing, the licensed platform sets the arrangements and agrees them before departure. Do not assume that taxi rules or charges automatically apply to platform journeys.
What service approach should drivers take with complaints and special needs?
Stay courteous and calm, listen to complaints, and avoid arguments. Do not refuse or discriminate based on nationality, race, gender, age or physical condition. Be patient and offer appropriate assistance to passengers with disabilities, mobility difficulties or pregnancy; allow safe boarding and alighting.
What are the current booklet answers for Queen Mary and Queen Elizabeth Hospitals?
Queen Mary Hospital:Pok Fu Lam. Queen Elizabeth Hospital:Yau Ma Tei. Use the precise place/street entries in the current combined-operation booklet; similarly named hospitals are separate locations.
What are the current booklet answers for Prince of Wales, Princess Margaret, United Christian and Tuen Mun Hospitals?
Prince of Wales Hospital:Sha Tin; Princess Margaret Hospital:Lai King; United Christian Hospital:Sau Mau Ping; Tuen Mun Hospital:Tsing Chung Koon Road. Broad geographic district descriptions are not substitutes for these official location-question answers.
Where do St.Teresa’s, Hong Kong Baptist and Gleneagles Hospitals map in the booklet?
St.Teresa’s Hospital:Kowloon City; Hong Kong Baptist Hospital:Kowloon Tong; Gleneagles Hong Kong Hospital:Wong Chuk Hang. Learn the exact name-place association rather than matching all private hospitals to one district.
What are the booklet location answers for three exhibition/performance landmarks?
Hong Kong Convention and Exhibition Centre:Wan Chai; AsiaWorld-Expo:Chek Lap Kok; Hong Kong Coliseum:Hung Hom. These are separate location pairs; an airport-related venue is not automatically in Tung Chung.
What are the current booklet answers for four hotel locations?
The Peninsula Hong Kong:Tsim Sha Tsui; Mandarin Oriental Hong Kong:Central; Regal Airport Hotel:Chek Lap Kok; Nina Hotel Tsuen Wan West:Yeung Uk Road. Where the table specifies a street, recall that street rather than replacing it with a broader district.
What answers distinguish the High Court, LegCo, Central Government Offices and Immigration Headquarters?
High Court:Queensway; Legislative Council Complex:Admiralty; Central Government Offices:Tim Mei Avenue; Immigration Headquarters:Tseung Kwan O. The current table sometimes asks for a street, sometimes an area. A shared broad district label is not the exact answer for every building.
How do the guide’s commercial-building sample locations differ?
Southorn Centre:Wan Chai. Sino Plaza:Causeway Bay. The location questions choose the correct place or street for the named location. These are official guide examples, not interchangeable labels for the whole northern Hong Kong Island corridor.
What route does the guide select from Panda Hotel to Hong Kong Macau Ferry Terminal, and under what assumptions?
Tsing Kwai Highway, West Kowloon Highway and Western Harbour Crossing. The question assumes normal traffic and excludes tunnel toll as a comparison factor. This examination assumption is not a real-world instruction to ignore lawful passenger directions, closures, traffic signs or changing road conditions.
What checks are needed immediately before moving off or reversing?
Use mirrors or monitoring devices, check all around and check blind spots before moving. Confirm doors are closed, passengers are safely seated and belts are used as required. Cameras and mirrors assist observation; they do not eliminate blind spots or replace a final direct check.
What should a driver do after passing through floodwater?
When safely clear, cautiously test the brakes, taking account of following vehicles. Water can reduce braking performance. Before entering water, assess its depth and the danger; do not treat the test-brakes advice as permission to enter deep or unsafe flooding.
What should a driver do during a breakdown inside a tunnel?
Switch off the engine, use hazard lights and seek assistance. Normally remain in the car wearing a seat belt and follow tunnel officers/police. If smoke or fire requires evacuation, move to safety while watching for traffic and walk away from the smoke.
How should illness, medicines and fatigue affect the decision to drive?
Obtain sufficient sleep and do not drive when tired or impaired. Ask a doctor whether medication affects driving. If fatigue develops, find a safe permitted place to stop and rest. Opening a window or cooling the cabin does not replace rest or justify continuing dangerously.
What default speed limit applies and why may a lower speed be necessary?
The default is 50 km/h unless signs set another limit. A limit is a maximum, not a target. Reduce speed for visibility, grip, pedestrians and hazards so you can stop within the clear distance ahead.
What makes up stopping distance?
Thinking distance plus braking distance. Speed and reaction time affect the first; speed, tyres, brakes, gradient and road conditions affect the second. Wet-road braking allowance should at least double. Do not assume a fixed stopping distance regardless of vehicle condition or weather.
What following time gap applies in good and poor conditions?
Use at least two seconds in good conditions, and double the count to four seconds or more in bad conditions. Heavy vehicles may need more. Restore the gap if another vehicle moves into it; enough actual stopping distance remains the safety objective.
How should a driver approach a zebra crossing and its zigzag area?
Slow down, watch pedestrians approaching and give precedence to anyone on the crossing. Do not overtake within its zigzag controlled area. Do not stop there except for the permitted traffic reasons, including giving precedence or waiting to turn. Never use it as a pickup place.
What do steady and flashing green pedestrian signals mean?
Steady green permits pedestrians to cross with care. Flashing green warns against starting; people already crossing may continue. Drivers must obey their own signals and still protect pedestrians remaining on the crossing. A changing pedestrian indication does not itself give a driver permission to move.
When may a driver wait in a yellow box while turning right?
Normally enter only if the exit is clear. The right-turn exception requires a lane marked with right-turn arrows and obstruction by oncoming traffic or other right-turning vehicles. At tram/light-rail crossing boxes, the exit must be clear even from a right-turn lane.
What distinctions matter when the nearer double white line is solid?
Normally do not cross or drive on it. The Code permits right turns into/out of adjacent roads or premises across opposing-flow lines, with narrow collision-avoidance and lawful-direction exceptions. Do not treat a stopped vehicle or a right turn across same-direction lane dividers as blanket permission.
How do single and double yellow kerb lines affect stopping?
Single yellow with signs prohibits stopping during the displayed period; double yellow denotes no stopping at any time. Read supplementary plates for vehicle or permitted-movement exceptions. Ordinary pickup convenience is not an emergency; traffic, breakdown and lawful-direction exceptions must be distinguished from voluntary waiting.
What no-stopping periods do red, yellow and green posts indicate as reference aids?
Red:7 am–midnight. Yellow:7 am–7 pm. Green:8–10 am and 5–7 pm. Grey covers other periods. These colours are aids only: the actual sign determines the restriction. Do not substitute a memorized colour period for the posted wording.
Which stopping prohibitions require attention to scope and exceptions?
Do not voluntarily stop on expressways, crossings, prohibited carriageway areas or restricted zones during their hours. Bus stops/stands permit only authorized users. Traffic conditions, breakdown, emergency and lawful directions have specified exceptions. A taxi or platform booking does not override the stopping restrictions.
How do red-and-amber together and amber alone differ?
Red-and-amber still means stop: do not cross the stop line until permitted green. Amber alone requires stopping unless you are already too close to stop safely without causing an accident. Preparing to move is not permission to anticipate the green.
What does a green filter arrow allow while the main signal is red?
Proceed only in the arrow’s direction when safe. Use the filtering lane only for that direction and give way to pedestrians or traffic lawfully crossing your path. The arrow does not permit unrelated movements or entry into a blocked junction.
How should signs and lane markings govern a roundabout manoeuvre?
Choose the correct lane early, slow down and give way to traffic immediately on the right unless markings indicate otherwise. Follow the conventional or spiral layout and signal for your exit. Check vehicles and cyclists crossing your path; do not force across a lane because a memorized diagram suggests priority.
When is passing on the left allowed, and what is the expressway trap?
The Code allows specified cases such as a safely signalled right-turning vehicle, one-way roads, and slower adjacent queues. Never change left simply to overtake. Overtaking on the left on expressways is an offence; there is no broad lane-conditions permission to undertake at speed.
What actions are prohibited on expressways in ordinary conditions?
Do not stop, reverse, U-turn or cross the central reservation. Missed exits require continuing to a lawful exit, not reversing. Emergencies, breakdown, traffic conditions and lawful directions have specified stopping exceptions; they do not authorize ordinary passenger pickups or improvised repairs in traffic.
When should occupants leave a broken-down vehicle near fast traffic?
Use hazard lights and move off the roadway if possible. Leave only when certain everyone can safely get clear and reach a safe waiting place. Otherwise stay inside wearing seat belts and seek help. Once outside, stay clear of carriageway and danger around the vehicle; never order automatic evacuation into traffic.
What assistance should be sought for a breakdown on an expressway?
Seek police/control-centre assistance and identify the location using route, direction and chainage if available. Arrange authorized recovery rather than an improvised private-car rope tow. Keep occupants protected according to the safe-exit assessment and follow officers’ directions.
What are Hong Kong’s prescribed alcohol concentration limits?
22 micrograms per 100 ml breath;50 milligrams per 100 ml blood;67 milligrams per 100 ml urine. These legal thresholds are not safe drinking targets. Alcohol impairs reaction and judgement even below a prescribed limit; the safe driving choice is not to drink.
Why must a driver comply with lawful alcohol/drug testing requirements?
Failure or refusal without reasonable excuse can itself be an offence; it is not a way to avoid a drink/drug-driving case. The combined-test eligibility rules exclude specified Cap.374 convictions during the preceding five years, including listed testing/specimen offences. Check the exact statutory provision rather than treating every allegation as a conviction.
How should lighting be used in poor visibility?
Use headlamps when daytime visibility is poor from heavy rain, smoke, mist or fog. In fog use appropriate lamps and reduce speed; avoid fog lamps in other circumstances and switch them off as conditions improve. The cited Code gives no universal 100-metre legal threshold.
What must a driver do at a tram stop without a pedestrian island?
Stop behind the yellow stop line and give way to people boarding or alighting. Wait until no more passengers are getting on or off, and watch late arrivals. At island stops, still watch pedestrians crossing to/from the island; the tram can conceal them.
How far may a driver reverse, and what if a turning is missed?
Reverse only as far as reasonably necessary and when safe, checking all around for people and traffic. Do not reverse from a side road into a main road or on an expressway. Continue to a safe lawful turning opportunity rather than trying to recover a missed turn dangerously.
How should a driver respond to an emergency vehicle?
Make a safe clear passage, slowing and moving left or stopping when necessary. Check mirrors and avoid sudden moves, blocking crossings or creating a collision. Emergency lights or sirens do not themselves permit you to drive through a red signal; follow any lawful police direction.
Frequently Asked Questions
Which test does this set cover after the 2026 transition?
The Taxi and Ride-hailing Vehicle Combined Written Test opened for applications on 3 August 2026, with tests from September. TD marks the legacy Taxi Written Test closed to applications. These cards cover the current combined test. Existing legacy pass results retain the transition rights stated by TD.
What are the current structure and passing marks?
There are 65 questions in 45 minutes. Part A has 30 questions: 20 operation, 9 locations and 1 route. Pass A with at least 25/30 and B, Road Users’ Code, with at least 30/35 in the same sitting. Passing one part alone does not give an overall pass.
Which official materials should I study?
Use the current Taxi and Ride-hailing Vehicle Operation Booklet, the combined test guide, and the June 2020 Road Users’ Code together with current TD supplementary scope notices. The new operation booklet covers both service models and has updated place/street answers; old taximeter-only notes do not represent its full scope.
Does passing automatically authorize taxi or ride-hailing driving?
No. Complete the applicable pre-service course and satisfy the relevant residence, licensing and permit conditions. The pass result is valid for 3 years; the relevant course certificate normally must be within 1 year before application. A valid taxi full-licence holder can apply directly for a ride-hailing driving permit under TD’s stated route.
How do unsuccessful candidates reapply?
They may make a fresh application immediately after result announcement, using the current TD 321 postal or GovHK appointment process and a new test form. Select the normal driving-test appointment application, not Repeater Early. Appointment timing depends on availability; consult current TD instructions for fees and documents.
Where is the test and what languages are available?
The computerized test is at 2/F, Cheung Sha Wan Government Offices, 303 Cheung Sha Wan Road, Kowloon. Candidates choose Traditional Chinese, Simplified Chinese or English. Bring the registered valid identity document, full Hong Kong driving licence and appointment letter, and follow the invigilator’s instructions.
