It should reward reducing exposure, not manipulating measurements.

Security process data also supports audit and continuous improvement. Repeated findings may show a weak root process. Long remediation times may show resource constraints or unclear ownership. Frequent exceptions may show that the standard is unrealistic or the architecture needs investment. The manager-level question is what the data says about the control system, not only whether an individual team met a target.

Effective reporting ends with accountability.
